Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:


MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Acting Governor Michael W. Cruz, M.D., will sign into public law Bill Nos. 281-30, 293-30, and 282-30 to provide added services for individuals with hearing or speech disabilities, and Bill No. 218-30 for the return of Port Authority Land to the original land owners.
 
A signing ceremony is scheduled for 11:00 a.m., Friday, March 12, 2010, in the Large Conference Room at Richardo J. Bordallo Governor’s Complex, Adelup.

Acting Governor Michael W. Cruz, M.D., will participate in a command ceremony for the Guam Fire Department and sign a proclamation designating March 7-13, 2010 Fire Recognition Week.
 
Both events are scheduled for Thursday, March 11, 2010 at 9:00 a.m at the Ricardo J. Bordallo Governor’s Complex front lawn.

Acting Governor Michael W. Cruz, M.D., will sign into public law Bill No. 245-30, which would designate the baseball fields within the Dededo Sports Complex as the “Gregory ‘Coach Greg’ Andrew Matanane Memorial Baseball Complex,” in honor of the late former deputy director of the Department of Parks and Recreation.
 
A signing ceremony is scheduled for 10:00 a.m., Wednesday, March 10, 2010, at the Dededo Sports Complex.

 
Public Invited to Compatibility Sustainability Study Workshop

The Governor’s Office announced today that the Advisory Consulting Team (ACT) will be conducting the second round of public workshops pertaining to the Compatibility Sustainability Study (CSS) they have been conducting on behalf of the governor’s office.  The primary goal of the CSS is to reduce potential conflicts between military missions and the Guam community, while sustaining the island’s economic vitality, accommodating targeted job development, and protecting the public’s health and safety.  The workshop will be held at three different locations.

The workshops will present an overview of existing and potential compatibility and encroachment issues related to the military on Guam.  

“We must continue to work together to prevent, and if necessary, mitigate impacts which may negatively affect the lives of our people,” said Acting Gov. Cruz. “These workshops will help facilitate more dialogue on how our military and civilian communities can coexist in ways that build our economy and sustain our way of life. I encourage everyone to participate in these workshops and help shape the future of our island.”

 
TEAM MEETS TO DISCUSS FINDINGS OF HAY GROUP PROJECT REPORT
Government one step closer to position classification, compensation and benefits project study completion
 
Hay Group Project Director Neville Kenning, reviewed the project report completed in late February with the Department of Administration project team, the Project Steering Committee and the Project Policy Advisory Committee.
 
In several meetings scheduled throughout the past week, Neville Kenning discussed the findings in the report which included an analysis of the current pay plans, internal equity of current pay, comparison of the current pay structures and benefits with the market, as well as recommended pay structure options.
 
The Unified Pay Structure for government employees has not been increased since 1991.  As indicated in the second project report, the recommended pay structure options take into consideration achieving a balance between the government of Guam’s stated compensation policy and the need for fiscal affordability.
 
Following the meetings, the Hay Group and DOA project team will be working toward completing the remaining project tasks with the aim of having a final report ready by the end of April 2010.  Following the final report, meetings will be held with the governor and the legislature to discuss and suggest recommendations for adoption, and map out an implementation plan for the government of Guam.

 
A STATEMENT FROM THE ACTING GOVERNOR OF GUAHAN

Acting Governor Michael W. Cruz, M.D. released the following statement regarding Senator Ben Pangelinan’s letter requesting that the Acting Governor convene the  Commission on Decolonization:
 
“I along with my chief of staff, former Senator Carlotta Leon Guerrero, met with Senator Pangelinan at his office this afternoon to discuss his letter. We had a productive conversation regarding how to move the objectives of the Decolonization Commission forward. During our visit with the senator we also signed the Chamorro only registry.
 
With a clear mission, proper funding, education and an identified voting date, I believe we can bring closure to this important issue. To that end I have asked my chief of staff to work closely on this matter and continue our work with Senator Pangelinan.”
 

 
A STATEMENT FROM THE ACTING GOVERNOR OF GUAHAN
March 2, 2010
 
Acting Governor Michael W. Cruz, M.D. released the following statement regarding the appointment of James Casey & James Kiffer as the court designated managers of the target population for the Department of Mental Health and Substance Abuse, as well as, the Department of Integrated Services for Individuals with Disabilities:
 
“Prior to the release of the order I met with court monitors James Kiffer and James Casey who said they were instrumental in drafting the court’s order.
 
As the court’s newly appointed third party managers, they informed me that an additional $25 million dollars will be needed to ensure quality services for the target population of DMHSA and DISID.

Governor Camacho Visits National Renewable Energy Laboratory

(Denver, Colorado) Governor Felix P. Camacho today attended the start of a two-day conference focused on the establishment of renewable energy solutions for U.S. Territories in the Pacific, at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. NREL is operated by the Alliance for Sustainable Energy, LLC for the U.S. Department of Energy, and is a national leader in renewable energy and energy efficiency research, development, demonstration, and deployment.

ImageGovernor Camacho joined Governor Togiola Tulafono of American Samoa, Governor Benigno Fitial of the CNMI, and Governor Bill Ritter of Colorado, at the U.S. Department of the Interior-hosted talks that included the impacts of national security and renewable energy, the integrated deployment of renewable technologies, NREL’s support for Pacific Island Resource Assessments, and details of the establishment of Colorado’s New Energy Economy.

“Our communities have become increasingly dependent on fossil fuels,” said Gov. Camacho. “I believe we must work with organizations such as NREL to develop ways to harness solar and wind power to address the energy needs of our people.”

Gov. Camacho was presented the findings of a NREL study, conducted over a one year period, which looked at wind feasibility in Guahan. The study developed baseline wind profile data and analysis, and identified three locations best suited for wind energy development: Mount Alifan in Agat, the Glass Breakwater at Apra Harbor, and northern Guahan at Andersen Air Force Base.
