First Lady Joann Camacho will be announcing details of the Simple Tasks Aimed at Reducing Trash (START), a campaign to reduce the island’s solid waste.

A press conference unveiling START is scheduled for 10:00 a.m. tomorrow, at the Government House in Agana Heights.

 
 
A STATEMENT FROM THE GOVERNOR AND LT. GOVERNOR OF GUAM

Governor Felix P. Camacho and Lt. Governor Michael W. Cruz, M.D., issued the following statement regarding the death of former Senator Jose R. “Ping” Duenas:

 “The island of Guam has lost a tremendous public servant, Senator Jose “Ping” Duenas. He will always be remembered for his contributions to our island and people, both during and after his time in elected office. Ping’s lifelong commitment to serving the community will be missed. Our thoughts and prayers are with his wife, Ling, and the Duenas family during this difficult time. I have ordered all government agencies to fly flags at half-staff until the day of interment for Senator Duenas.”

“Our administration is doing everything within our power to ensure our students continue to be fed and our schools remain open. Our office was notified of the potential cancellation of food service to DOE late this afternoon.
 
Based on communication with the Superintendent, I will be approving DOE’s declaration of a state of emergency for their food services program. This approval will allow DOE to use emergency procurement procedures to continue the school lunch program.
 
It is imperative that DOE, the Attorney General, and the Guam Legislature work to fix the contract deficiencies which have caused this problem. I want our community to know that my office will do everything within our power to resolve this issue.”

Governor Felix P. Camacho issued the following statement regarding the death of U.S. Senator Edward M. Kennedy:
 
“Senator Edward M. Kennedy was a true statesman.  His life was spent fighting the ills of poverty, working to heal the racial divide of the civil rights era, and expanding the circle of opportunity for Americans everywhere.  In his own words, ‘For all those whose cares have been our concern, the work goes on, the cause endures, the hope still lives, and the dream shall never die.’ (1980 Democratic National Convention Address)
Lieutenant Governor Michael W. Cruz, M.D, and I join our island and nation in mourning the loss of this esteemed individual.”

 
Governor, Lieutenant Governor Meet with Secretary of the Navy

Governor Felix P. Camacho and Lieutenant Governor Michael W. Cruz, M.D., met with U.S. Secretary of the Navy Ray Mabus today during his first visit to Guam.
 
During their meeting, Governor Camacho and Lt. Governor Cruz discussed various issues with Secretary Mabus including the realignment of the U.S. Marines to Guam, the Port’s modernization effort, and Hawaii Congressman Neil Abercrombie’s wage amendment.
 
“Secretary Mabus expressed his commitment to assisting us in doing what’s right for Guam and the Marines,” said Governor Camacho. “As former governor of Mississippi, he fully supports our effort to modernize our seaport and understands the importance of protecting the livelihood of our people and keeping the military relocation balance.”
 
Secretary Mabus said he is also committed to assisting the government of Guam in lobbying Washington, D.C., for approval of the U.S. Department of Agriculture rural development loan and discretionary funding under the American Recovery and Reinvestment Act from the U.S. Department of Transportation.
 
During discussions on the budgetary process for FY 2010, Secretary Mabus said he and Deputy Secretary of Defense William Lynn III have ongoing efforts to ensure that the Guam Buildup is properly funded.
 
Secretary Mabus further told Governor Camacho that he opposes Congressman Abercrombie’s amendment and will continue to stand with the people of Guam to ensure the buildup will benefit the island’s entire community.
 
The Secretary is scheduled to travel to Saipan to meet with CNMI Governor Benigno Fitial. He is expected to spend a few days in the region before returning to Washington, D.C., next week.

 
USDOI Awards GovGuam $1M for Port Modernization

The Government of Guam has been awarded $1 million in Capital Improvement Project funds. This money will be used for preliminary engineering and environmental studies for the modernization of the Jose D. Leon Guerrero Commercial Port facilities.
 
The Port’s projects were outlined in a proposal and scope of work submitted by the government of Guam to the U.S. Department of Interior on August 11, 2009. The grant funding was made available through the execution of an amended agreement between the Office of Insular Affairs and the U.S. Department of Transportation’s Maritime Administration.  
 
Lt. Governor Michael W. Cruz, M.D, who was Acting Governor at the time, signed the grant’s notification of acceptance on August 21, 2009.
 
“Our administration will continue to make the decisions that grow Guam’s future and help our people prosper,” said Lt. Governor Cruz. “In anticipation of the Guam Buildup, we remain committed to the Port’s modernization plan which we believe will be vital to meeting the needs of our growing community.”

Acting Governor Michael W. Cruz, M.D., issued the following statement:
 
“On behalf of Governor Felix P. Camacho, I join the people of Guam and our nation in mourning the loss of U.S. Army First Sergeant Jose San Nicolas Crisostomo. He is a son of Guam who served our island and country with great distinction and dedication, and he will always be remembered. I have declared a state of mourning and ordered all flags to be flown at half staff in his honor. I ask the people of Guam to pray for his family and all the men and women who protect our great nation.”

 
Quality of Air Cleared for Interim JFK Campus
August 20, 2009
 
Acting Governor Michael W. Cruz, M.D., today received results from an air quality test performed by the Guam National Guard’s 94th Weapons of Mass Destruction, Civil Support Team (CST) at the interim John F. Kennedy High School campus in Tiyan. The results showed that levels of solvents were detected but below Occupational Safety and Health Administration Permissible Exposure Limits.

The Acting Governor requested that the test be conducted after concerns from parents and students were brought to him by Department of Education Superintendent Dr. Nerissa Underwood.

“We are working to ensure that the JFK community can soon return to a safe campus that is conducive to effective learning,” said Acting Governor Cruz. “We are happy that the test results are negative and we now look forward to opening the campus for the thousands of students and teachers who have been eagerly waiting.”

The 94th CST is one of 54 nationally certified teams capable of conducting air quality testing.

“I want to thank the CST for their assistance and quick response in helping address this issue,” said Acting Governor Cruz. The Guam Environmental Protection Agency will now determine whether the interim campus meets other safety requirements and can open for the new school year.
