A STATEMENT FROM THE ACTING GOVERNOR OF GUAM

Acting Governor Michael W. Cruz, M.D., issued the following statement regarding the testing of air quality at the interim John F. Kennedy (JFK) High School campus in Tiyan to be conducted by the Guam National Guard’s 94th Civil Support Team (CST):
 
“Our goal is to get JFK students and teachers in an environment that is safe for teaching our children.
 
Department of Education Superintendent Dr. Underwood and other Department of Education officials brought to my attention concerns regarding the air quality and safety at the JFK interim campus in Tiyan.
 
To help address this concern, I’ve have asked the 94th CST to test the air quality and ensure the interim campus is safe for our students.
 
The 94th CST is one of 54 nationally certified teams capable of conducting this type of testing. They are an active duty unit that provides assistance to civilian entities.
 
Although the CST will be conducting this test, the Guam Environmental Protection Agency (GEPA) remains the agency responsible for determining whether the interim JFK campus meets safety requirements and can open for the new school year. Our administration continues to work closely with DOE, GEPA, Core Tech and other stakeholders to get our JFK students in school. Our students’ safety and education remain priorities that we are diligently working to ensure are not compromised.

Guam Business Awarded USDA Renewable Energy Grant

Acting Governor Michael W. Cruz, M.D., announced today that Hagens Inc. has received an award of $20,000 from the U.S. Department of Agriculture (USDA) Rural Energy for America Program to install a 15.4 kilowatt renewable energy solar photovoltaic system at their business facility in Tamuning.

This new technology will offset as much as 90 percent of the energy consumption of the company’s building.  Hagens Inc. is Guam’s first business to receive federal funds to implement a renewable energy system. The company specializes in pest control, air duct cleaning, and solar sales and installation.

The Guam State Clearinghouse, prompted by the Farm Bill, hosted last September’s Pacific Energy Symposium in which officials from the USDA and the U.S. Department of Energy presented renewable energy solutions that offered opportunities for Guam’s businesses and farmers.

“The symposium offered useful information about what we can do to become less dependent on fossil fuel resources through renewable energy solutions,” said Acting Governor Cruz. “Hagens Inc. understands the need to practice using eco-friendly renewable resources, and I congratulate them on this award.”

Melissa Pang Ching, acting state director for the Hawaii/Western Pacific Area congratulated Hagens Inc. and recognized the company as “a good example of the types of projects that USDA Rural Development can help fund for Guam.”

“We are honored by USDA’s approval and offer our mentorship to other businesses and individuals interested in applying for the same grant,” said Terry Hagen, owner of Hagens Inc.

Hagens Inc. along with 365 other recipients received a total of $15 million in renewable energy or energy efficiency loans and grants authorized through the 2008 Farm Bill.
 
Office of the Governor Launches Communications Web Site

The Office of the Governor of Guam is proud to announce that its Communications department launched its official Web site today.
 
The site, www.communications.guam.gov, is specifically designed for users to view photos of various events and activities attended by Governor Felix P. Camacho and Lieutenant Governor Michael W. Cruz, M.D. The site is user-friendly, and photos can easily be downloaded from the Web site’s archive free of charge.
 
The Web site showcases the Camacho-Cruz Administration’s dedication to the people of Guam. From weddings to proclamation signings, important press events, and courtesy visits, this site allows the community of Guam and people across the globe the ability to get to know the island’s leaders and keep up to date on the latest events in Guam.
 
This Web site offers many of the same great features as the Governor of Guam’s official Web site. It captures the images of the countless milestones of the Camacho-Cruz Administration as well as documents the many successes of Guam’s community.
 
 
Guam to Receive $2.8 Million for the Construction of Public Facilities

Acting Governor Michael W. Cruz, M.D., announced that Guam will receive $2,851,151 from the Community Development Block Recovery Grant. The awarded funds are part of the American Recovery and Reinvestment Act (ARRA) and will be used for the construction of the new Southern Police Precinct, the Agat/Santa Rita Fire Station, and the new Guma’ San Jose Emergency Shelter for families.
 
“These funds signify our government’s continued effort to seek grants that will improve the quality of life for our community and prepare for our island’s growing population,” said Acting Governor Cruz. “By investing in our Guam police and fire departments as well as our Guma’ San Jose Emergency Shelter, we are investing in the safety and security of our people.”
 
The Guam Housing and Urban Renewal Authority (GHURA) is Guam’s lead agency for community planning development programs. GHURA has been working with the Office of the Governor to secure ARRA funding for the construction, retrofitting, and renovating of Guam's housing needs and facilities.
 
“GHURA is very pleased with receiving these funds,” said Benny Pinaula, GHURA executive director. “We feel it will help Guam especially in light of the military buildup; in addition to that, GHURA continues to actively pursue additional ARRA funds that are available for the island.”
 
The intent of these funds is to stabilize neighborhoods and create jobs by applying ARRA funds in a timely manner to fund "shovel-ready" projects. The funds also allow emergency and public safety responders a facility to better serve the Southern communities of Guam. The Guma’ San Jose Emergency Shelter is the island’s first designated facility intended to serve families exclusively.
 
DOA Mails Interest Statements for COLA Awardees
August 14, 2009 

The Department of Administration today began mailing out interest statements to awardees and beneficiaries of the cost of living allowance (COLA) re: Special Proceedings No. SP206-93, Superior Court of Guam. The statements will indicate the amount of interest that each awardee/recipient is owed pursuant to Public Law 29-18. The interest was based on 7% of the COLA awards outstanding from Nov. 21, 2006 to June 22, 2009.

Approximately 4,500 statements will be mailed out beginning today.  The interest due to awardees/beneficiaries cannot be used toward payment of taxes pursuant to the Attorney General’s opinion dated August 13, 2009.  The government of Guam’s total liability for this interest is $17.2 million.

Pursuant to P.L. 29-18, the interest showing on these statements can be sold, transferred or assigned, however they must be registered at Department of Administration.  This can be done beginning September 1, 2009.

Office of the Governor Hosts H1N1 Preparedness Summit

Acting Governor Michael W. Cruz, M.D., today attended the “Guam 2009 H1N1 Influenza Preparedness Summit: Shared Responsibility – Preparing Partners,” at the Guam Marriott Resort and Spa.

The Office of the Governor is hosting the two-day summit, in partnership with the Guam Hotel and Restaurant Association, the Department of Public Health and Social Services and the Guam Homeland Security Office of Civil Defense.

“This is a great opportunity for members from all sectors of our community to come together in addressing and discussing the H1N1 virus,” said Acting Governor Cruz. “The reality is that the H1N1 virus has reached Guam, and we must work collectively to ensure that our island and people are prepared to effectively combat it. This summit will give attendees a clearer picture of the situation Guam currently faces.”

Participants include representatives of various government agencies, businesses and non-profit organizations, as well as emergency management professionals and health officials. Panelists will lead discussions on medical response strategies, community mitigation measures, and preparing our schools and workplaces for possible outbreaks.

“In the face of a pandemic, we are not just neighbors; we are partners,” said Acting Governor Cruz. “We must keep in mind how we are all affected. The successful mitigation of H1N1 will depend on our ability to be prepared.” 

The event is scheduled to conclude tomorrow.

 
GovGuam and Military Intend to Negotiate Use of New Solid Waste Facility
Joint cooperation expected for landfill management system for Guam

A letter of intent agreeing to negotiate on the use of a new solid waste facility was signed by Governor Felix P. Camacho; Rear Adm. Douglass Biesel, commander of Navy Region Marianas (COMNAVREG); and Captain Peter Lynch, commander of Naval Facilities Engineering and Command Marianas (NAVFAC).
 
“I commend the efforts made to prepare for our island’s growing population,” said Acting Governor Michael W. Cruz, M.D. “The signed letter shows the commitment by the Department of Defense (DOD), the federal receiver and GovGuam to agree on terms that best serve the entire community.”
 
GovGuam has been working with COMNAVREG and NAVFAC to develop guidelines by which future negotiations for the military’s use of the new solid waste facility would proceed.  The letter of intent expresses the military’s willingness to negotiate use of the new solid waste facility.

 
Acting Governor Cruz and DOE Superintendent Visit Schools on First Day

Acting Governor Michael W. Cruz, M.D., and Dr. Nerissa Bretania Underwood, superintendent of the Department of Education (DOE) visited Adacao Elementary, L.P. Untalan Middle, and George Washington High schools this morning to greet students for their first day of classes.

“It was a pleasure to meet with the island’s students,” said Acting Governor Cruz. “I had the opportunity to tour the campuses and meet with parents, faculty and staff to learn of the many concerns that will be useful to the governor and me as we work to address the needs of DOE.” 

Dr. Bretania Underwood shared with Acting Governor Cruz the many upgrades and repairs needed on DOE campuses to provide safe and effective learning environments for students of the island’s public schools. Acting Governor Cruz expressed the need to meet with Dr. Bretania Underwood to discuss possibilities for the American Recovery and Reinvestment Act funds to repair, renovate, and modernize Guam’s public schools.
