Acting Governor Cruz Sends Letter to DOI Regarding Compact Impact Funds |
May 10, 2009 Acting Governor Michael W. Cruz, M.D. joins Legislative Senator Frank Blas Jr. in an attempt to bring resolution to the impacts and challenges presented by the Compact of Free Association. Acting Governor Cruz sent a letter to Acting Deputy Assistant Secretary for Insular Affairs, Nikolau Pula, referencing the problems Guam currently faces due to the unmitigated migration from Compact areas. “Though many Compact citizens have become valuable members of our community, we cannot ignore the inadequate nature of the Federal Government’s support,” said Acting Governor Cruz. The letter further points out the unknown outcome of reports submitted by the Government of Guam to the Department of Interior that include Governor Felix P. Camacho’s comments on the impacts of the Compact of Free Association and ways to mitigate related consequences. “As our island prepares for a massive population increase, more Compact citizens will want to come to Guam and we must receive sufficient Compact reimbursements to properly care for our entire community,” said Acting Governor Cruz. |

Government of Guam Now Awaits Credit Rating after S&P Presentation |

The Governor's fiscal team, Guam Economic Development Authority (GEDA) and bond financing team members met with representatives of Standard & Poor's in San Francisco today to provide economic and financial updates, as well as present the Section 30 bond credit for the financing of the landfill.
“This important meeting will help determine our credit rating and affect our ability to successfully pursue bond financing,” said Governor Camacho. “Our financing team expects to receive a credit assessment from S&P next week and a formal credit rating thereafter.”
GEDA hopes to update the Court with the latest feedback from S&P in their next report, which is due on Tuesday, May 12, 2009. |

A proclamation ceremony is scheduled for today at 3:30 p.m. at the Holiday Resort in Tumon. The event will include a merienda hosted by the Department of Youth Affairs for all student leaders throughout the island.

After a 10-year absence, Guam Liaison Office returns to Washington D.C. with aggressive federal agenda

(Washington D.C.) Governor Felix P. Camacho today announced the opening of the Washington D.C. Office of the Governor of Guam at the Hall of the States. Guam now joins government offices from 30 states in the 225,000 square foot facility on 444 North Capitol Street.
“This office brings the voice of our people and the needs of our island to the doorsteps of the federal government,” said Governor Camacho. “I thank the State Services Organization for their assistance in re-establishing our presence during this critical time for Guam.”
The office is expected to advance an aggressive Executive Branch agenda and serve as a liaison between the government of Guam and key Washington officials.
Governor Camacho’s Deputy Chief of Staff and Director of Guam’s Washington D.C. Office, Shawn Gumataotao, began the first day by meeting with White House Office of Intergovernmental Affairs, Deputy Director Shaun McGrath. The two discussed the status of the upcoming Fiscal Year 2010 Federal Budget submitted by the Office of Management and Budget to Congress.
The remainder of the week will be spent meeting with Obama Administration officials to discuss Guam’s implementation of the American Recovery and Reinvestment Act of 2009.
“This is an exciting time for our island and a great opportunity to extend the voice of Guam in our nation’s capitol,” said Director Gumataotao. “An important talking point of this office will be what Governor Camacho has made clear from the Pentagon to Capitol Hill; that all federal policies concerning Guam must have a corresponding federal commitment to its execution on our island.”
The D.C. Office of the Governor will coordinate its activities with the Office of Guam’s Delegate to the U.S. House of Representatives and the Camacho Administration.
The established presence of the Guam office will also assist Governor Camacho during an oversight hearing before the House Subcommittee on Insular Affairs, Oceans and Wildlife scheduled for May 19, 2009. The hearing will cover the implementation of Public Law 110-229 to the Commonwealth of the Northern Mariana Islands and Guam. The Governor of Guam Liaison Office was first established in Washington D.C. in 1983.

Village youth join Healthy Guam Initiative

With more than one hundred youth participating, Lieutenant Governor Michael W. Cruz, M.D., will kick-off the Project MAYORS (Motivating All Youth with Outdoor Recreational Sports) program on Sunday, May 3, 2009, 9:00 a.m. at Matapang Beach Park in Tumon. Project MAYORS, spearheaded by the Lieutenant Governor’s Healthy Guam Initiative (HGI), promotes healthy lifestyle choices among the youth in our community.
“I want to thank all the participating Mayors and Vice-Mayors, MPRA, the Department of Parks and Recreation, JWS and Coral Reef for sponsoring this program,” said Lieutenant Governor Cruz. “This program will allow our youth the opportunity to be active through a fun and exciting sport.”
The program is a collaborative effort between the HGI, the Marianas Paddlesport Racing Association (MPRA) and the mayoral offices of Yigo; Dededo; Barrigada; Sinajana; Chalan Pago; Asan; Santa Rita; and Agat.
Mayors and Vice-Mayors of the participating villages recruited twelve (12) youth, from within their villages, to participate in Project MAYORS. The teams will participate in the upcoming MPRA Summer Series in preparation for the “Village Challenge” being held during the government of Guam Labor Day Picnic on September 6, 2009.
The Project MAYORS winning team will compete in the MPRA Junior Regional Championship against high school teams from Guam, Saipan and Palau, as well as teams from other local clubs. The winner of the Junior Regional Championship will represent Guam in the 2010 International Va’a Federation World Sprints, the world’s largest junior outrigger canoe race.

First Lady Joann G. Camacho tomorrow will deliver the opening remarks during the opening of the 2nd Annual “Hope for the Homeless, Passport to Services” community outreach event. The homeless outreach service is being held in conjunction with the Guam Homeless Coalition, the Interagency Council on Homelessness, government agencies, non-profit organizations and private sector partners to provide assistance to the less fortunate in our community.
The “Hope for the Homeless, Passport to Services” event will begin tomorrow, April 24, 2009, at 9 a.m. at the Tamuning Gymnasium.
