Administration to Transfer $650,000 to UOG |

Governor uses transfer authority to help prevent student fee increases, maintain critical programs and services

Governor Felix P. Camacho has authorized the transfer of $650,000 to the University of Guam, which will help prevent student fee surcharges for the upcoming 2009 Spring and Summer semesters, in addition to providing further support for University programs and scholarship awards.
"The Administration is proud to work with the University in prioritizing the critical needs of the students, faculty and staff, especially as government agencies at all levels must cope with budget shortfalls this fiscal year," Governor Camacho said. "The $650,000 transfer will provide additional financial support to ensure this institution maintains its focus on providing a quality higher education for our students."
The Governor's transfer will help maintain several programs and services such as the UOG Reserve Officer Training Corps program, the Marine Laboratory and Regent Scholarship awards.
Under PL 29-113, Governor Camacho is authorized and urged to transfer additional funds to the University, whose budget was reduced by seven percent from the previous year. The Bureau of Budget Management and Resources has identified $650,000 from available revenues and lapses that will be transferred to the University pursuant to this section.

Governor Appoints New DRT Acting Deputy Director |

Former Deputy John Camacho to serve as Banking and Insurance Commissioner

Governor Felix P. Camacho has appointed Paul J. Pablo to serve as Acting Deputy Director of the Department of Revenue and Taxation. The position was previously filled by John Camacho, who recently accepted the position of Banking and Insurance Commissioner.
The Governor is grateful for John Camacho's leadership and service to DRT and is confident Mr. Pablo's experience and skills will continue to assist the department in achieving its goals.
"I wish John the best in his new position and I look forward to a smooth transition as these gentlemen take on their new roles," Governor Camacho said. "Over the years Paul has displayed a commitment to DRT's mission and I believe he will further contribute to the department's progress."
Mr. Pablo's credentials include degrees in accounting and management from the University of Guam and over 17 years of work experience with the Dept. of Rev and Tax. During his time with the department he served as revenue agent, tax investigator, criminal investigation supervisor and tax enforcement administrator.

1.0 PROJECT OVERVIEW The Department of Defense (DOD) is proposing the establishment and expansion of various military missions on Guam in accordance with the United States Pacific Command’s (USPACOM) initiative known as the “Integrated Global Presence and Basing Strategy (IGPBS)”, the United States’ and the Government of Japan’s “Roadmap for Realignment Implementation”, and other defense transformation initiatives. The “Guam Integrated Military Development Plan (GIMDP)”, dated July 2006, projects a total future loading (active duty personnel and dependents) of 40,380 by 2014, which is a 185% change from the current 2005 baseline of 14,190. The expansion being proposed is unprecedented, even for the DOD. The principle elements of the IGPBS initiative include: - Relocate U.S. Marine Corps (USMC) ground and air assets to Guam from various locations;
- Create a U.S. based forward operating port for modern littoral warfare ships, combat logistics
- force ships, submarines, surface combatants, and high-speed transport vessels;
- Continue efforts to develop U.S. Air Force Global Intelligence, Surveillance, and Reconnaissance (ISR) and Strike-Hub; and
- Develop/maintain a robust Western Pacific logistics hub sufficient to support USPACOM requirements.

GHURA Executive Director Resigns after Years of Service |

Camacho Cruz Administration commend De Guzman's contribution and accomplishments

After six years of service, Mr. Ronald S. De Guzman has resigned as Executive Director of the Guam Housing and Urban Renewal Authority.
De Guzman's vision, leadership and commitment have been instrumental to the accomplishments of GHURA. Through his guidance the Authority utilized more than $10.8 million of federal funds for various projects such as the Northern Police Precinct, Dededo and Barrigada Fire Stations, Dededo Skate Park, Lagu Northern Regional and Southern Regional Youth Resource Centers, Lighthouse Recovery Center in Tiyan Haya, numerous senior centers and renovation expansion of the Northern Community Health Center.
"De Guzman's ability to identify a need in the community and find a way to meet that need is an asset that reflects excellent leadership," said Governor Felix P. Camacho. "We will definitely feel his absence but we wish him well in his new direction and remain grateful for his service to the people of Guam."
De Guzman's tenure reflects numerous accomplishments and a passion for service. Under his management, GHURA has secured millions in federal funds to provide affordable housing and exceed performance measures for grant programs.
His desire to be an advocate for the islands housing needs further motivated him to serve as Chairman of the CMTF Housing Subcommittee, assist Governor Camacho in conveying the islands housing needs during the Federal Regional Council meeting in San Francisco and serve as co-chair of the Guam Homeless Coalition.

"Ken Jones was a pillar of our community. He was a man who inspired us to succeed and who taught us about the great potential of our island through his own example. He was a visionary and a pioneer of our modern economy. He helped to lay the foundation for our future prosperity and he will be dearly missed by all. Lt. Governor Cruz and I offer our deepest condolences to his family. Ken Jones has a special place of honor in the history of our great island." |

Governor asks voters to reject casino gaming |

Governor Felix P. Camacho's strong stance against casino gambling has led him to reach out to our people and call on them to vote 'no' on Proposal A. The Governor has paid for a television commercial calling on voters to reject the legalized casino gaming initiative once again. The commercial will begin airing tonight on FOX Channel 6, ABC Channel 7 and KUAM TV 8 and TV 11.
This is a stance many leaders in our community are taking, including Archbishop Anthony Apuron, Congresswoman Madeleine Bordallo and former Governor Carl Gutierrez. These are leaders who have invested their careers to make Guam a better place and are taking the same stance against Proposal A.
"I believe with all my heart that this measure, if allowed to pass, will bring nothing but devastation and destruction to our great island, our close-knit community and, most importantly, to our families and future generations," Governor Camacho said.
The Governor feels very strongly about this issue, because of the impact casino gaming will have on Guam's families. "Make no mistake about it. Casino gambling will strip our people of the core values of commitment to faith and, to family. Children will be hurt, marriages ruined, homes lost. Our people will be torn apart."
He decided to weigh in on this campaign personally through paid advertisement because of his strong beliefs against casino gambling. The Governor says he believes in this community's resolve to come together and reject casino gaming in spite of the hundreds of thousands of dollars being spent to fund advertisements with false promises of prosperity.
"We must stand firm in our faith and in our belief in the goodness of Guam and her people," Governor Camacho said. "We must stand together and say no to this obvious attempt to tear apart our community for the greed of a few."
"We don't need this harmful force in our community," the Governor said. "We must say no to this attempt to tear our people, our families and our faith apart." |

Governor Not In Support Of Marianas Trench Monument without Stakeholder Input & Assessment |

Governor Felix P. Camacho does not support the sudden declaration of a monument or conservation status within the Marianas Trench without an assessment of the effects on local communities and absent the input of stakeholders.
In a letter addressed to James L. Connaughton, Chairman of the Council of Environmental Quality, Governor Camacho expressed concern regarding the designation of the Marianas Trench as a marine conservation management area without assessing the cultural, environmental and economic impacts.
"We fully support conservation efforts, but in doing so we must consider the far reaching effects and take the appropriate time to hear from the stakeholders who will be affected," said Governor Camacho. "I believe that the management of cultural, economic and environmental resources should be conducted in an open and inclusive manner for all the residents of Guam and the Mariana Islands."
The letter further states that the mission of the Department of Defense is crucial for national security and the Marianas Trench has high strategic military value, but the designation of a monument without complete assessment of DOD operations and procedures would compromise the protection and conservation of marine resources.
United States President, George W. Bush has since directed the Department of Defense, Council of Environment Quality and the National Oceanic Atmospheric Association to conduct an assessment. |

Lt. Governor Promotes Diabetes Awareness, Prevention |
November declared National Diabetes Month October 29, 2008  Lt. Governor Michael W. Cruz, M.D. was joined by numerous supporters, including Legislative Speaker Judith Won Pat during a proclamation signing ceremony for National Diabetes Month. As the island struggles with an alarming rate of diabetic cases, the Lt. Governor urged participants to continue education and awareness efforts during the month of November, which is set to highlight the disease. "We are here to declare November 2008 as National Diabetes Month, by doing this we are bringing attention to this preventable disease," said the Lt. Governor. "I look forward to someday signing a proclamation that states we are an island that is diabetes free."  The Lt. Governor, who witnessed the opening of Guam's fifth dialysis center, shared that a majority of patients who receive dialysis are diabetic. "I'm grateful that we can meet the needs of our dialysis patients but we must pursue a greater goal and that is to prevent our people from needing dialysis at all," said Lt. Governor Cruz. |
