Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:


MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Pacific Energy Symposium 2008

The Office of the Governor, in cooperation with the United States’ Departments of Agriculture and Energy, will host the Pacific Energy Symposium on September 9, 2008, 8:00 a.m. to 4:30 p.m., at the Westin Resort Guam’s Somnak Room.
 
The Pacific Energy Symposium focuses on federal grants and private funding opportunities and programs available to businesses, individuals, public entities, governments and farmers. Presentations will specifically cover the implementation of sustainable energy solutions, best energy management practices, renewable energy technologies and alternatives, energy conservation practices and resource conservation to help our island community lessen energy consumption costs and become less dependent on fossil fuel resources.
 
The Pacific Energy Symposium is made possible through a grant from the U.S. Department of Energy, State Energy Program. All presentation materials, complimentary refreshments and lunch are provided through this grant. The symposium agenda is attached for your information. Individuals wishing to attend and participate at this event are asked to complete the attached registration form and forward this information to Ms. Pat Florig or Ms. Ann Senato by 12:00 p.m., September 8, 2008.

Republicans Throughout Nation Commit to Guam in Historic Platform

Governor Felix P. Camacho yesterday secured Guam’s agenda in the 2008 Republican Platform.  Republicans throughout the nation recognize and support Guam’s strategic importance to America, our efforts toward self-determination, economic development opportunities and improvement to the health care system.

Governor Camacho is in St. Paul, Minnesota, leading the Guam delegation in the 2008 Republican National Convention.  He served as a member of the 2008 Republican National Convention Platform Committee along with Guam delegate to the convention Maria Connelley, who also is the Director of the Department of Labor.

“This is historic and shows why electing Senator John McCain and Governor Sarah Palin to the White House is so critical to the future of our island,” Governor Camacho said.

The platform reads:

“We appreciate the extraordinary sacrifices the men and women of the territories are making to protect our freedom through their service in the U.S. Armed Forces. We welcome greater participation in all aspects of the political process by Americans residing in Guam, the Virgin Islands, American Samoa, the Northern Marianas, and Puerto Rico. We affirm their right to seek the full extension of the Constitution, with all the political rights and responsibilities it entails.

“We recognize that Guam is a strategically vital U.S. territory, an American fortress in the western Pacific. We affirm our support for the patriotic U.S. citizens of Guam and the Commonwealth of the Northern Mariana Islands to achieve greater self-government, an improved federal territorial relationship, new economic development strategies, a strong health care system that meets their needs, and continued political self-determination. We support a review to determine the appropriate eligibility of territories as well as states for Supplemental Security Income and other federal programs.”

U.S. Pacific Territories McCain Campaign Chairman expresses pride in selection of Governor Sarah Palin to GOP Ticket

Governor Felix P. Camacho today expressed his support of fellow Governor Sarah Palin who was selected by presumptive Republican Presidential nominee Senator John McCain as his running mate for Vice President of the United States of America.  Governor Palin, the current Governor of the State of Alaska, was introduced as the Vice Presidential nominee at an event in Dayton, Ohio.

"Governor Palin brings the only executive branch experience to the Republican Presidential ticket," said Governor Camacho.  "Her leadership and insight into the Nation's energy crisis among other challenging problems facing all Americans plus her commitment to reform will move our Country forward."

Governor Camacho has served on the Natural Resources Committee of the National Governors Association, chaired by Governor Palin.  Governor Palin and Governor Camacho have had numerous discussions on energy, land and National Guard initiatives.

Acting Governor Meets with USDA Under Secretary
Officials discuss Guam's Food Stamp Challenges

Today, Acting Governor Michael W. Cruz, M.D. met with U.S. Department of Agriculture (USDA) Under Secretary for Food, Nutrition and Consumer Services, Nancy Montanez-Johner, to discuss Guam's administration of USDA Programs, including the Food Stamp, Women Infant and Children (WIC) and School Lunch Programs.

The hour-long meeting focused on USDA's response to Guam's call for increased services on the eve of the Guam Buildup over the next decade and current program challenges that face Guam's Department of Public Health and Social Services. 

"Governor Camacho and I remain committed to maintaining the availability of critical USDA Programs to our residents who are most in need," said Acting Governor Cruz.  "We are aggressively improving the integrity and accountability of these programs to improve the efficiency of services and accountability of leadership."

A STATEMENT FROM THE OFFICE OF THE GOVERNOR OF GUAM

The Office of the Governor of Guam released the following statement regarding the resignation of Guam International Airport Authority Executive Manager Jesus Q. Torres.

"Jess Torres was instrumental in the current success of the Guam International Airport Authority. His hard work and dedication towards improving air service to and from Guam, has transformed the Antonio B. Won Pat International Airport into a world class facility and a pillar of our transportation industry. Jess helped bring in millions of dollars in expansion projects, security upgrades and training programs that have benefited thousands of travelers to our island. His commitment to the community was displayed through numerous activities such as charitable donations and volunteering for island-wide events. We are confident the employees of GIAA will continue to carry on the standard of excellence left by the leadership of Jess Torres."
 
Camacho Takes Action on Five Bills
August 26, 2008

Governor Felix P. Camacho today signed five measures into law.

Bill No. 324, now Public Law 29-108, approves a lease between the Government of Guam and Asahi Association of Guam.

Bill No. 288, now Public Law 29-109, provides for the appointment of Magistrates and Judicial Hearings Division Officers within the Judiciary of Guam and provides for the creation of satellite court facilities. The public law also extends appropriations to the Healing Hearts Crisis Center and exempts the Retirement Fund from the Government Procurement Law.

Bill No. 281, now Public Law 29-110, authorizes the Governor to purchase or exchange Government of Guam land situated in Agat for the construction of both a Fire Station and Police Precinct.

Bill No. 308, now Public Law 29-111, amends the current law regarding the medical examination requirements for Government of Guam Disability Retirement.

Bill 312, now Public Law 29-112, repeals and re-enacts the Guam Code Annotated  relative to animal quarantine.
 
U.S. Energy Department Partners with Guam to Produce Renewable Energy
Secretary of Energy agrees to Governor Camacho's request

The U.S. Secretary of Energy has agreed to Governor Felix P. Camacho's request for a partnership, which  may result in the production of renewable energy in Guam.

"This is welcome news that comes at a time when families are struggling with their power bills and the price of gas," Governor Camacho said.  "Our island has so much potential for the production of renewable energy.  We can harness it with the resources and expertise the U.S. Department of Energy can provide to us."

Renewable energy is clean technology, which uses natural elements such as the sun, water and wind to produce energy.  The use of renewable energy in Guam will result in greater independence from imported fossil fuels.

Governor Camacho in April wrote to Secretary of Energy Samuel Bodman asking for a partnership, which will provide the resources and expertise to develop renewable energy in Guam.  "I must pursue all available alternative and renewable energy sources in order to achieve my goal for Guam to become independent from fossil fuels," Governor Camacho wrote to Secretary Bodman in April. 

"Your letter identifies a significant opportunity for collaboration on renewable energy deployment," Under Secretary of Energy C.H. Albright, Jr. wrote in the U.S. Department of Energy's response to Governor Camacho's letter.  "Due to our renewable energy expertise, DOE is positioned to help facilitate the deployment of renewable energy technologies.  To that end, DOE would like to start a dialog with Guam to identify how we can best work together to capture the benefits of your local renewable energy resources."
 
Camacho Takes Action on Three Bills
  August 22, 2008 

Governor Felix P. Camacho today signed two measures into law and vetoed one. 

Bill No. 346, now Public Law 29-106, adjusts the student enrollment capacity of new public schools and appropriates funds for textbooks and the Child Nutrition program. 

Governor Camacho also signed Bill No. 351 into law.  Bill No. 351 now is P.L. 29-107.  The measure authorizes the Governor to restrict travelers from jurisdictions deemed by the Centers for Disease Control and the World Health Organization as having a health-related outbreak from entering Guam. 

Bill No. 295, which would have shortened the tenure of administrators appointed by the Governor in an acting capacity, was vetoed. 

"Unfortunately, finding permanent appointees for agencies and boards has been difficult," Governor Camacho wrote in his veto message.  "Litigation coupled with inadequate compensation rates have discouraged highly qualified and competent individuals from accepting positions." 

The bill also would have prevented appointees to boards and commissions from serving until receiving legislative confirmation. 

"Prohibiting board appointees to serve in an acting capacity pending confirmation would effectively paralyze agencies and delay critical government services," Governor Camacho wrote.
