Governor Authorizes $20 Million Landfill Financing
Governor's legislation provides additional finance security options

Governor Felix P. Camacho today signed PL 29-124 authorizing the financing of a $20 million loan to meet a deadline set by the U.S. District Court regarding the closure of the Ordot Dump and the construction of a new landfill.

The new law stipulates the loan shall be identified as a general obligation of the government of Guam in addition to pledging Section 30 revenues to secure financing options.

"Complying with the Consent Decree is a serious matter the Administration is working diligently to manage despite the many challenges we face. I urge the legislature to recognize that working together is critical to ensuring that we meet the conditions set forth by the court order in a timely manner," Governor Camacho said.  "More importantly, it is our responsibility to provide the people of Guam with safe and reliable solid waste management now and into the future."

PL 29-124 also allows principal payments to be paid over 20 years should obligations not be covered by revenue bond proceeds.

The government of Guam was put into federal receivership in January for non-compliance with a federal Consent Decree that mandated the closure of the Ordot Dump after more than two decades of violations of the Clean Water Act.

 
 
Sgambelluri and Meadows Appointed to Education Board
Governor chooses from nominees presented by Stakeholders Committee

Governor Felix P. Camacho has appointed Dr. Lee Meadows and Salvatore Giovanni T. "Bunny" Sgambelluri to the Guam Education Policy Board.

Dr. Meadows will fill the vacant seat from the Luchan district.  Mr. Sgambelluri, the former superintendent of the Guam Public School System, will represent the Kattan district.

"I want to thank everyone involved in the selection process for helping me to appoint members who will represent the best interests of our people," Governor Camacho said.  "There is so much work to be done and I look forward to working with Dr. Meadows, Mr. Sgambelluri, the other members of the Board, and GPSS in providing the best education to our children."

First 2009 Guam Phone Book Given to Governor
Yellow Pages Ink launches two new products leading to 20th anniversary edition

ImageYellow Pages Ink this morning presented the first copy of the 2009 Guam Phone Book to Governor Felix P. Camacho.  This is the 20th anniversary edition of the Guam Phone Book.

"I want to commend you for continually putting out a quality product and raising the standard in Guam," Governor Camacho told Yellow Pages Ink General Manager Julian Cooper-Nurse.

Yellow Pages Ink released two new products leading up to its 20th anniversary edition.  Earlier this year, the company launched its mobile directory, allowing mobile phone users with data services to access the phone book.

The new mini-business directory was presented to the Governor this morning.  It is a replica of the traditional phone book, sized down to 66 percent the size of the 2009 Guam Phone Book.

"This is a useful tool for island residents," Cooper-Nurse said.  "It has government and yellow pages just as in the big book."

"This is very convenient for our people," Governor Camacho said.

Cooper-Nurse said Yellow Pages Ink will begin mailing out the products today.  He says the company hopes to have all the products to residents by January 1, 2009.

 
Camacho Proclaims "National Guard Week"
Guam National Guard celebrates 27th anniversary, welcomes home 141 Soldiers

ImageGovernor Felix P. Camacho last night welcomed home 141 Soldiers of the Guam National Guard and this morning  proclaimed December 7 through December 13, 2008 as "National Guard Week."

"Tuesday night, as we welcomed Soldiers and saw the emotional homecoming between them and their families, it showed the tremendous sacrifice they all made," Governor Camacho told members of the Guam National Guard during this morning's proclamation signing.  "As Commander-in-Chief these past six years, I've come to have enormous respect for every single one of you.  You are an asset, not only to our nation and its security, but also to our island and our community."

Governor Camacho proclaimed "National Guard Week," commemorating the 372nd birthday of the National Guard and the 27th anniversary of the Guam National Guard and honoring all the heroes who fight bravely to build an island and a nation strengthened by the freedoms upon which this country was founded.  The Guam National Guard was founded on July 21, 1981.  "It is a testament to our freedom and a gesture of gratitude for the hard work, dedication and sacrifices our Guam National Guard Soldiers and Airmen continually provide," the proclamation reads.

Bill No. 377 Vetoed
Legislature cannot pledge Compact Impact funding or abrogate Interior Department authority

Governor Felix P. Camacho today vetoed Bill No. 377 (EC), which sought to pledge Compact Impact funding for the construction costs of a new landfill.  The measure purportedly would have pledged funding normally allocated for education, health and safety needs.
 
"The authorization to use Compact Impact funds is misplaced and conflicts with federal law," Governor Camacho wrote in his veto message to Speaker Judith Won Pat.  "The Department of Interior has already approved the use of Compact Impact funds and therefore Bill No. 377 cannot abrogate their authority."
 
Compact Impact funding is awarded to Guam by the U.S. Congress and disbursed at the discretion of the Governor.  The Governor of Guam prioritizes funding needs and requests disbursement of funds based on those needs.  When approved, the government of Guam incurs costs approved by the Governor for use authorized by the Interior Department and the funding is reimbursed by the federal government to the Treasury of Guam.  The Legislature does not appropriate this funding.

Acting Governor Signs Rebate Bill for Healthy Living
Seven proposed bills signed into law

Acting Governor Michael W. Cruz, M.D. yesterday signed seven bills into law including Public Law 29-121 which allows insurance refunds or rebates. As a result of this new Public Law, both private and public employees who participate in qualified wellness programs are eligible for financial incentives consistent with the Federal Health Insurance Portability and Accountability Act of 1996.

"I applaud the legislature for recognizing our need to make healthy living and wellness a priority amid these economically difficult times," said Acting Governor Michael W. Cruz, M.D. "This piece of legislation reinforces the mission of my Healthy Guam Initiative by making preventative care less expensive for our families."

Acting Governor Cruz also signed:

  • Bill 263-PL 29-117: Requires all drivers to provide proof of insurance upon request of a law enforcement officer during a traffic stop.
  • Bill 272-PL 29-118:  Prevents an initiative measure with a substantially related subject from being reintroduced consecutively for a three year period if it has failed in a previous election.
  • Bill 297-PL 29-119:  Updates and clarifies the Mechanics Lien Laws of Guam. 
  • Bill 331-PL 29-120:  Mandates all wholesalers and retailers of tires to inform buyers of the dangers of aged tires, the dates of manufacture of all tires sold, and to prohibit the sale of tires that are older than six years.
  • Bill 369-PL 29-122:  Allows the Chamorro Land Trust Commission to exchange awarded lots that can not be developed for lots upon which families can build needed homes.           
  • Bill 375-PL 29-123:  Amends a subsection of the Guam Board of Accountancy. 

 
Acting Governor Places Guam First by Vetoing Bill 378
Bill would jeopardize progress with the Guam Buildup

Acting Governor Michael W. Cruz, M.D. yesterday vetoed Bill 378, which would unseat the Civilian Military Taskforce and jeopardize Guam's ability to prepare for the pending Guam Buildup. 

"As written, this legislation would unseat all CMTF sub-committee Chairs and potentially impede or undo nearly three years of progress," said Acting Governor Cruz. "In that time the CMTF has produced Guam's comprehensive needs assessment, submitted a port improvement plan, the 2030 transportation plan and drafted our FY2010 submission to the Office of Management and Budget."

Bill 378's attempt to address sensitive issues such as the island's political status, the return of ancestral lands, Chamorro self-determination and war reparations has been the basis of Guam's federal policy agenda.

"These issues are of the utmost importance to myself, Governor Camacho and our administration, but their complexity deserves our full attention, and that is why our statutes created the Committee on Decolonization, the former Land Re-use Authority, and the congressionally empowered Sub-committee on war reparations," said Acting Governor Cruz. "Though I strongly empathize with all of these concerns, the CMTF must not abdicate its responsibility to plan for tomorrow, while we actively work to settle the sensitive issues of our past. Our community remains divided on the approaches we must take to resolve these longstanding and complex issues."

Federal Re-designations will Bring Medical Expertise and Program Resources to Guam

Acting Governor Michael W. Cruz, M.D. announces Guam's recent re-designations as a Health Professional Shortage Area (HPSA), as well as, a Medically Underserved Area (MUA) by the Health Resources Services Administration (HRSA) of the U.S. Department of Health and Human Services.

HPSA designation is a program designed to recruit and retain health professionals by allowing physicians holding J-1 visa's to practice in underserved areas. HPSA status is granted to areas that demonstrate a need in one or more of the following categories: primary care (including family and general practitioners, pediatricians, obstetricians, and general internists in allopathic or osteopathic practice), mental health and dental care.

"As the baby-boomer generation nears retirement age, the need for doctors, nurses, and healthcare professionals grows larger, while our capacity to recruit them contracts," said Acting Governor Cruz. "These designations give us the edge we need to compete with a world hungry for healthcare expertise."

In addition, Guam has also gained designation as a Medically Underserved Area which now provides an option for state-side doctors to work-off a portion of their medical education loans by serving as a physician on Guam.

"Our mission is to make healthcare better for everyone and we will use every tool available to accomplish this," said the Acting Governor. "I want to thank Governor Camacho, the men and women of the Department of Public health and Social Services for their tireless work on this effort."

Though Guam has benefited from these designations in the past, a change in federal procedures has required that Guam re-obtain them.
