Governor Felix P. Camacho released the following statement regarding the government of Guahan’s audit report released by the Office of Public Accountability today:
 
“I want to commend the hardworking men and women in our government for contributing to our third consecutive unqualified or clean audit. Despite our challenged economy, this shows that we’ve been accountable and aimed to manage our limited resources. Though we’ve made progress, more work remains in identifying new sources and developing measures that will produce more revenue.”

Guam Supplemental Nutrition Assistance Program Receives National Recognition

Governor Felix P. Camacho received official notification that the Guam Supplemental Nutrition Assistance Program (SNAP), formerly the Food Stamps Program, has been recognized for exceptional nutrition services and awarded as one of the nation’s “Most Improved Payment Accuracy Rate” for Fiscal Year 2009. According to the U.S. Department of Agriculture, Office of External and Intergovernmental Affairs, the Guam Department of Public Health and Social Services (DPHSS) has been awarded a monetary bonus in the amount of $173,258.
 
U.S. Secretary of Agriculture Tom Vilsack announced on June 24, 2010, that the USDA will award $30 million to selected states and territories for their excellence in administering SNAP.  
 
“I join Secretary Vilsack in commending the hard work and dedication of our government employees who ensure that, during these times of economic hardship, our needy families receive their food benefits in a timely manner,” said Governor Camacho. “The collaborative support and technical assistance from the Food and Nutritional Services of Region IX has been integral to the improvement and recognition we are receiving.”

According to the USDA, $24 million dollars will be awarded to states with the best and most improved payment accuracy rates, and $6 million will be awarded to the states and territories with the lowest and most improved negative error rates.

Governor Camacho Attends 13th Micronesian Chief Executives Summit
Job Training and Tourism Expansion through the Cruise Line Industry to top list of discussion points at bi-annual meeting in CNMI

(Saipan, CNMI) Governor Felix P. Camacho is taking part in the 13th Micronesian Chief Executives Summit at the Fiesta Resort and Spa. Governor Camacho is in Saipan for the bi-annual meetings with FSM President and Chairman Manny Mori, Republic of Palau President Johnson Toribiong, Republic of the Marshall Islands President Jurelang Zedkaia, and Commonwealth of the Northern Mariana Islands Governor Benigno Fitial. Also joining the Summit are Yap State Governor Sebastian Anefal, Kosrae State Governor Robert Weilbacher, Pohnpei State Governor John Ehsa, and Chuuk State Governor Wesley Simina.

“All the leaders of Micronesia are in one room to discuss issues of mutual concern for the peoples of the northern Pacific,” said Governor Camacho.

The three-day talks will focus on a number of issues including the formalized creation of the Guahan Job Corps Satellite Center.  The Pacific Workforce Directors Workgroup will discuss the initiative with Micronesian leaders that will serve as the starting point for a regional program specific to youth pre-apprenticeship recruitment.

“I will seek the support and commitment of my brothers in the region to establish a memorandum of understanding for our U.S. DOL registered apprenticeship programs,” said Governor Camacho.  “We must invest in comprehensive talent development programs throughout our region that build our capacity to respond to the economic expansion we will see in Micronesia over the next decade.”

The Chief Executives will also consider the creation of a Micronesia Cruise Taskforce.

“As a group, we must work together to establish unified policies and balance the sensitivities of our cultures and laws to build what could be the next big industry for our region,” said Governor Camacho. “Collaboratively, we can develop a strategy that harmonizes the region’s regulatory structures with the ultimate goal of marketing ‘Magnificent Micronesia’ in a way we have never seen before.”

The Micronesian Chief Executives Summit was founded in 2004 by former-CNMI Governor Juan Babauta and Governor Camacho who called for the establishment of the sub-regional meetings to establish closer ties, enhance existing ties, expand future discussions, and agree on beneficial initiatives for the benefit of the entire western Micronesian region.

 
GOVERNOR CAMACHO APPOINTS GPD CHIEF
Homeland Security Advisor Frank Ishizaki to serve second stint as Chief of Police

Governor Felix P. Camacho today appointed Frank T. Ishizaki as Chief of Police of the Guahan Police Department.  Ishizaki replaces Paul Suba who retired last month as GPD Chief.
 
“Frank comes back to GPD at a time when the people of Guahan are questioning the department’s commitment to serve and protect our community,” said Governor Camacho.
 
Ishizaki is decorated law enforcement professional, serving most of his professional 31 year career with the Federal Bureau of Investigations as a Special Agent.
 
A former patrolman, Sergeant and Chief Criminalist, Ishizaki returns to GPD for a third time.  He had served as Chief of Police from January 2004 to December 2006. He also served the Camacho Administration as Director of the Department of Corrections.  Ishizaki was elected Senator in the 29th Guam Legislature in 2006.
 
“His leadership is needed during this most critical time and I look forward to working closely with him to regain the public’s trust in GPD.”
 
Ishizaki will continue to serve as Homeland Security Advisor, a role he has held since January 2009.

 
GOVERNOR CAMACHO APPOINTS ACTING ATTORNEY GENERAL OF GUAHAN
Former Public Guardian tapped to manage Office of the Attorney General until January 2011

Governor Felix P. Camacho today appointed John Weisenberger as Acting Attorney General of Guahan.  Weisenberger will serve the final six months of the four year term vacated by Alicia Limtiaco who was recently confirmed by the US Senate to serve as US Attorney for Guam and the CNMI.  A new Attorney General of Guahan will be elected on November 2, 2010 and sworn into office on January 1, 2011.
 
“With this appointment I wanted to make sure that the work at this agency continues with someone very familiar with its operations,” said Governor Camacho.  “John’s management experience and legal knowledge will be an asset to the Office of the Attorney General at this most critical time.”
 
Weisenberger has been serving as Assistant Attorney General in the Civil Division since August 2008.  He previously served in the Office of the Attorney General from April 1977 to October 1977 as Special Assistant Attorney General handling juvenile cases and from April 1991 to February 2001as Assistant Attorney General in the Family Division.  Later that year, Weisenberger was appointed by the Chief Justice of the Supreme Court of Guahan as the Public Guardian of Guahan.
 
“I am confident that he will continue the policies of Attorney General Limtiaco for the remainder this year when a new AG is elected by the people of Guahan,” said Governor Camacho.  “I appreciate John answering the call to serve and look forward to working with him as our island’s interim chief legal officer.”
 
Acting Attorney General Weisenberger is a 1971 Graduate of Wayne State University in Detroit, Michigan where he earned a Bachelor of Science Degree in Business Administration and in 1974 graduated with honors from Wayne State University Law.  A 34-year member of the Guam Bar Association, Weisenberger has been honored for his civil and government work including the 1998 Commissioner’s Award for Outstanding Leadership and Service in the Prevention of Child Abuse and Neglect by the U.S. Department of Health and Human Services.

“Late this afternoon, Guam EPA Administrator Lorilee Crisostomo submitted her letter of resignation to the Guam EPA board, the Governor and lL. Governor. Effective tomorrow, Guam EPA Deputy Administrator Bradley Dunagan will serve as acting administrator pending the selection of a replacement by the board.”
