Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:


MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Guam Receives Technical Assistance Grant Money
Department of the Interior awards $709,829 to government of Guam

Governor Felix P. Camacho was recently notified that the government of Guam received a grant award in the amount of $709,829.00 from the U.S. Department of the Interior. According to a letter from Anthony M. Babauta, Assistant Secretary for Insular Affairs, the funding will be provided to the Bureau of Information Technology (BIT), the Department of Administration (DOA), and the Department of Public Health and Social Services (DPHSS) to improve performance and operations.

“The funding being awarded is part of the Department of the Interior’s Technical Assistance program and will go towards upgrading and expanding our government’s technological capabilities,” said Gov. Camacho. “Additionally, this money will assist us in establishing a more efficient records system within our various departments and agencies and help us better serve our community.”

The grant funding will be used to support projects which will upgrade the network design for DPHSS, the Department of Revenue and Taxation, the Guam Police Department, and the Customs and Quarantine Agency; assist with the information technology consolidation initiative to support multiple agencies with less hardware resources; provide software upgrades for the Federal Grant In-Aid System (AS-400) and the Central Accounting System; and implement an automation system for all vital statistics documents.

 
Approximately 2,000 Toys and Gifts to be Donated to Salvation Army
First Lady, Chinese Chamber team up to make donation valued at $40,000

December 22, 2009 First Lady Joann G. Camacho will join George Lai, president of the Chinese Chamber of Commerce of Guam; Alfred Lam, past president of CCCG; Jack Chen, chairman of the CCCG toy drive; and Peter Lai, vice-chairman of the toy drive, to present more than 2,000 gifts and toys to the Salvation Army. The donation is scheduled to take place Wednesday, Dec 23, 2009, at 2 p.m. at the Salvation Army warehouse in Tiyan.

“George and I have worked together on many civic and charitable events for our island. This is our way of spreading the holiday spirit,” said Mrs. Camacho. “We are humbled and blessed to be able to assist the Salvation Army.” “

All members of the CCCG will be donating toys and gifts to this worthwhile cause and are more than happy to meet this need for our children, “said George Lai. “This would not have been possible without their generous support.”

The First Lady and George Lai, in collaboration with members of the CCCG, put together a team to meet this need in response to recent media reports that the Salvation Army was still in need of more than 1,800 toys and gifts to donate to families who cannot afford to purchase these items during the holiday season. Jack Chen and Peter Lai were tasked to begin the toy drive among the CCCG members. “

No child should be without a gift this Christmas,” said George Lai. “Surely, our community can gather together and help the Salvation Army provide gifts and toys to the children of our island”.
 
DOI Awards $5.3M to Government of Guam
Governor Felix P. Camacho announced today that the Government of Guam has received a total of $5,360,000 of grant funding from the Department of Interior.

Governor Addresses Western Governors' Association
Governor highlights “Micronesia Challenge” as regional response to climate change concerns

At the start of the Western Governors’ Association (WGA) meeting in San Diego, CA. Governor Felix P. Camacho was asked to share his perspective on climate change with governors and other participants, including representatives from other countries.
 
Gov. Camacho told attendees that, “Guam is just a small island, but in our part of the world, we are one of the biggest land masses in a stretch of ocean that is roughly the size of the continental U.S. Our community, and our neighbors scattered throughout the vast Pacific, are sharply aware of the devastation that climate change could bring to our homes.”
 
The governor highlighted a collaborative effort between island leaders from the Republic of Palau, the Republic of the Marshall Islands, the Federated States of Micronesia, Guam, and the Commonwealth of the Northern Mariana Islands called the Micronesia Challenge. In recognizing the real threat of irreversible damage to their respective island homes, these leaders signed an agreement in 2006 pledging to conserve 30 percent of their near shore resources and 20 percent of their terrestrial resources in the hope of keeping island cultures and lifestyles intact.
 
“Conservation in the Pacific and for the Micronesia Challenge in particular, is about making sure that these resources are healthy enough to support our children as they have supported our ancestors for thousands of years,” said Gov. Camacho.
 
“I believe the Challenge provides a good model for the benefits of cooperation and the need for larger scale conservation targets – in our case, a whole region has become involved to reach a common goal that has serious consequences for us all,” said Gov. Camacho.
 
According to a WGA press release, attendees today also discussed with the Obama Administration other climate adaptation strategies to help ensure that states and the region have sufficient water supplies, transmission that supports clean energy resources, a thriving wildlife population and reduced risks of forest fire.

Governor to Attend Federal Regional Council Meeting and Western Governors’ Association Winter Meetin

Governor Felix P. Camacho departed Guam today to meet with the Federal Regional Council (FRC) in San Francisco. While in California, Gov. Camacho will also attend the Western Governors’ Association (WGA) Winter meeting in San Diego.


The FRC’s agenda is expected to include a presentation by the Naval Facilities Engineering Command (NAVFAC) on the Socioeconomic Impact Assessment Study (SIAS) for Guam. The FRC is also expected to meet with the governor and his Advisory Consulting Team (ACT) to discuss issues related to Guam’s preparation efforts for the buildup.


FRC membership includes regional representatives from the following federal departments and agencies: Agriculture, Education, Energy, Health and Human Services, Housing and Urban Development, Justice, Labor, Interior, Transportation, EPA, and the Social Security Administration.


Following the FRC meeting, Gov. Camacho will attend the WGA in San Diego, where he will share with members his perspective on climate concerns. Gov. Camacho and leaders from throughout the region gathered in Guam on Dec. 3-4 to discuss issues of mutual concern, such as climate change, which was a topic on the agenda.


“A lot of what concerns us as island leaders in this region was brought to light during the Micronesian Chief Executives’ Summit,” said Gov. Camacho. “This is obviously an issue that affects all of us, and I will take advantage of this opportunity to share our view and secure any assistance that may be available to address our concerns.”


According to the agenda, governors will discuss projected impacts of a warming climate as well as strategies for adapting to those impacts. State and federal agencies are developing new tools and policy approaches to prepare for and respond to these impacts.


The FRC will take place on Dec. 15 followed by the WGC on Dec. 16-17.
 
Guam’s Reef Protection Programs Receive $1.8 Million Grant

Guam’s Coastal Zone Management and Coral Reef Conservation programs have been awarded $1,807,888 in federal grants from the Office of Ocean and Coastal Resource Management (OCRM). The acting director of the OCRM, Donna Wieting, notified Governor Felix P. Camacho of the awards in a letter received Wednesday.

“Our reefs are our first indicator of rising tides and rising ocean temperatures and the associated threats to our island and people. This grant funding will help ensure that our reefs are healthy and resilient and is very meaningful to the future for all of our residents,” said Gov. Camacho.

The grant funding, administered under the authority of the nation’s Coastal Zone Management Act and Coastal Reef Conservation Act, will be distributed as follows: $988,200 to Guam Bureau of Planning; $49,860 to the University of Guam; $642,500 to the Guam Bureau of Statistics and Plans, Coastal Management Program; $67,700 to the Western Pacific Region Fisheries Management Council; and $59,628 to the National Fish and Wildlife Foundation.

In her letter, Wieting said, “These awards are the result of a strong federal-territory partnership between Office of OCRM and your programs. […] Through strong partnerships and by leveraging federal resources with state match resources, we accomplish so much for the coasts.” Through the partnership, Guam’s programs receive assistance in devising annual work plans and providing training and up-to-date technical information on critical coastal issues, such as climate change and sea level rise.

 
Governor Appoints Vice Mayor for Agat
December 9, 2009
 
Governor Felix P. Camacho has appointed Agustin G. Quintanilla to serve as vice mayor of the municipality of Agat upon the recommendation of the Agat Municipal Planning Council. Gov. Camacho signed an appointment letter on Dec. 7, 2009.

“Mr. Quintanilla’s appointment is important because it ensures full representation, at the village level, for the people of Agat,” said Gov. Camacho. “I commend him for stepping forward and answering the call to serve his community.”

Quintanilla’s appointment is subject to the consent of I Liheslaturan Guåhan. If his appointment is approved by I Liheslatura, Quintanilla will serve until the position is filled during the next general election. He previously sought the position during the 2006 election.

“I thank Mayor Carol Tayama and the council for moving quickly on this recommendation,” said Gov. Camacho. ““I am confident that Mr. Quintanilla will work well with the mayor to best serve the village.”

Quintanilla will fill the position made vacant by the passing last month of the late Honorable Jesus B. Chaco.
