Government Reaches Out to Students at YOUTHSPEAK
Nearly one hundred public/private school students learn how to understand and comment on the DEIS

ImageThe Office of the Governor, PBS Guam, the Guam Coastal Management Program, the Bureau of Statistics and Plans, and the Guam Build-up Office hosted YOUTHSPEAK today at the Guam Marriot Resort and Spa. This is one of a series of events in the ‘OUR ISLAND, OUR LIVES’ campaign aimed at providing information on how residents can effectively respond to the Draft Environmental Impact Statement (DEIS).
 
During his opening remarks, Governor Camacho shared with students the importance of being involved in the DEIS process.
 
“These students are our leaders and they can make a difference. We understand they will inherit the results of the decisions we make today,” said Governor Camacho. “We hope each one of these students will take what they’ve learned and share it with their family, friends and fellow classmates.”
 
During the event, students were divided into small groups and tasked with reading particular sections of the DEIS. Students were further taught how to skim read the DEIS, properly reference a section and submit well-informed actionable comments.
 
Image“The event was really successful. Everyone showed great interest in the exercises and brought up issues about the island’s wastewater, coral, destruction of habitats and other proposed items in the DEIS. We encouraged them to return to their schools and help their peers comment before the February 17th deadline,” said Guam Coastal Management Program Manager Vangie Lujan.
 
‘OUR ISLAND, OUR LIVES’ seeks to provide information on how residents can effectively respond to the DEIS. Additionally, the campaign plans to collect comments regarding the DEIS, which in turn will be submitted to the Department of Defense on behalf of the people of Guam.
 
Governor Camacho Signs Tobacco Tax Increase Bill
Revenues will go to cancer trust fund and GovGuam healthcare agencies

Governor Felix P. Camacho today signed Bill No. 150-30 into law. The legislation, now Public Law 30-80, increases the tax on cigarettes and other tobacco products and allocates subsequent revenues to sources in the prevention and treatment of cancers and other diseases caused by smoking and tobacco use.

“This is a very important piece of legislation because it greatly supports with our attempt to discourage tobacco usage in our community,” said Governor Camacho. “Lt. Governor Cruz and I pledge to continue supporting all efforts that provide for a healthier quality of life for our people.”

A bill signing ceremony was held at the Guam Memorial Hospital board room in Tamuning. Joining Governor Camacho were Lieutenant Governor Michael W. Cruz, M.D.; Legislative Speaker Judith T. Won Pat; Vice-Speaker Benjamin Cruz; Senators Frank Aguon, Jr. and Adolpho Palacios; Guam Memorial Hospital (GMH) Administrator PeterJohn Camacho; Department of Public Health and Social Services (DPHSS) Director J. Peter Roberto; and Department of Mental Health and Substance Abuse (DMHSA) Acting Director Elisabeth Cruz.

Image“I want to commend Governor Camacho and members of the Legislature for ensuring that this became law,” said Lt. Governor Cruz. “This will help us decrease tobacco usage among our people, but more importantly, it will reduce the number of tobacco-related health issues we would otherwise have to address in the future.”

According to PL 30-80, a significant amount of revenue generated from the tax increase will be deposited into the newly created Guam Cancer Trust Fund to be used by programs that support cancer screenings, treatment, and support services. Additionally, tax revenues will go to GMH, DPHSS, and DMHSA to support disease prevention programs and address future healthcare demands associated with tobacco use.

GOVERNOR TO BREAK GROUND ON NORTHERN RECREATION POOL AND FITNESS TRAIL

Governor Felix P. Camacho will break ground on the Northern Sports Complex Recreation Pool and Fitness Trail tomorrow, Feb. 4, 2010 at 10am, at the Northern Sports complex in Dededo. Construction will begin in conjunction with the ongoing construction of four baseball fields.
 
“Building a new pool facility, a fitness trail, along with four baseball parks, will compliment the existing gymnasium and soccer fields in the area. This will be Guam’s first centralized sports complex where all sports can be played. It is an investment in our youth, an investment in a healthier community, and in line with my Lt. Governor’s Healthy Guam Initiative,” Governor Camacho said. “I’d like to commend the dedicated employees at the Department of Parks and Recreation and GHURA, for their hard work in bringing this positive project to life.”
 
The $5 million project was made possible via multiple grants applied for by the Department of Parks and Recreation through the National Park Service Land Water Conservation Fund, the GHURA Community Develop Block Grant, and the Department of Interior’s Compact Impact Grant.
 
“Once completed at the end of the year, a community sports complex  featuring the swimming pool, fitness trail, baseball fields, soccer fields, and gymnasium facilities will bring to fruition a dream that was discussed in 1970’s,” DPR Director Joe Duenas said.

 
Governor Submits Proposed 2011 Fiscal Year Budget
"Final budget submission further addresses Deficit Elimination and provides partial funding 
for long-delayed government wide pay adjustments."

The Governor Felix P. Camacho sent the proposed 2011 Budget of the Government of Guam to the Guam Legislature, noting it prioritized the critical areas of education, health, and public safety. The new budget also addresses deficit reduction and provides for a partial funding of the long overdue pay increases for Government of Guam employees as recommended by the Hay Study.  “While the proposed level falls far short of what may be needed for full implementation, it is a start, and I further propose and included a provision that provides that revenues collected beyond that adopted for FY 2011 is dedicated for the same purpose,” wrote Governor Camacho.

The proposed Fiscal Year 2011 budget projects revenues of $600,811,600, an 8% increase from the levels adopted in FY 2010. The projections are conservative as it assumes visitor arrivals will remain flat in spite of recent improvements and it takes into account only those Department of Defense projects that will proceed even if there are further delays on the record of decision.

“The projection assumes visitor arrivals will remain flat, although recent months have shown improvements,” wrote Governor Camacho in his FY2011 Budget Transmittal letter. “Furthermore, it was derived with a more cautious view of the military buildup projects and timelines.”

The breakdown of the FY2011 Executive Budget is $246 million, or 34% for Education; $101.6 million, or 14% for Health, and $107.9 or 15% slated for Public Safety. The remainder of the proposed budget goes to other agencies and for other purposes, including 9% for Debt Service, 2% towards Deficit Reduction, and a 2% Government-Wide Pay Study Implementation.

Governor Camacho is optimistic that Guam’s financial situation will continue to improve in the coming years as capital improvements projects related to the American Recovery and Reinvestment Act of 2009 as well as appropriations from the 2010 Defense Authorization Act continue to generate increased revenues and new jobs.


 
Status of Government Wide Position Classification, Compensation, and Benefits Review

In September 2009, the Department of Administration (DOA) held a briefing for the media on the status of the Job Evaluation and Compensation project being conducted jointly with the Hay Group. During the briefing, an overview was given of the project background, objectives, and steps that had already been completed.  In addition, indication was given that it was the aim of the project to have preliminary analysis and recommendations completed by December 2009.

Accordingly, the Hay Group presented a draft report to the DOA project team. The draft report included the results of the job evaluation process, analysis of GovGuam’s current Unified and Executive Pay Plans, and analysis of the external competitiveness of these pay plans and benefits plans. 

As this was a draft report containing additional steps that need to be undertaken by the Hay Group and the DOA project teams, release of any documents pertaining to the draft report can not yet be released. However, we can advise that the analysis of the current Unified Pay Structure as compared to the comparator markets indicates it to be lagging significantly.  The comparator market includes U.S mainland pay levels and pay levels of other employers on Guam.  The market position is not unexpected given that the Unified pay structure has not been increased since 1991.  

The additional steps, analysis and firming up of recommendations as set out in the draft report are currently being worked on by the Hay Group and DOA project teams.

 “We expect the next project report to be ready by the end of February and that the Hay Group Project director will be on island to present and discuss the report with the DOA project teams (at this time, the draft report will still not be released).  These discussions will also include consideration of the fiscal impact of the recommendations, and the path towards approval by the Governor, and adoption and implementation by the Legislature of the recommendations,” said Lourdes M. Perez, Director of the Department of Administration.

Governor Requests Buildup Be Delayed Beyond 2014

In an effort to minimize impacts related to the relocation of the U.S Marines to Guam and to ensure that the buildup is implemented properly, Governor Felix P. Camacho yesterday sent a letter to United States Secretary of the Navy Ray Mabus requesting the Guam buildup be delayed.
 
“I believe that a request for an extension would help lessen the impact of the military buildup on Guam. In fact, during our village workshop on Jan. 20, I expressed my intention to ask the United States to consider extending their deadline for the buildup. The extension will greatly impact every area of public concern. It will lessen the pressure currently being placed on our people to accommodate a significant influx in our population,” said Gov. Camacho.
 
In the letter, Governor Camacho wrote “I humbly request that all actions related to the Guam Military Buildup Program be delayed to beyond 2014 to protect the unit integrity of the III Marine Expeditionary Force and ensure that impacts are minimized to our island infrastructure and socioeconomic services.”
 
He further reiterated that the Guam International Agreement mandates the U.S. to take necessary measures for the relocation of the U.S. Marines including funding for facilities on Guam.
 
“Article 2 of the Guam International Agreement clearly states that the U.S. shall take necessary measures for the re-location of the U.S. Marines, including funding for projects to develop facilities on Guam. In order to ensure that the Guam Military Buildup Program is fully implemented as planned, I ask  that the Adaptive Program Techniques, identified in the DEIS, be used to extend the construction phase of the program.  Use of the Adaptive Program Techniques will enable Guam to be better prepared for the impacts associated with Marine relocation while protecting the unit integrity of the III Marine Expeditionary Force.  I believe that this request is consistent with the Guam International Agreement signed by U.S Secretary of State Hillary Clinton and Japan Foreign Minister Hirofumi Nakasone on February 17, 2009," said Gov. Camacho.”
