A STATEMENT FROM THE ACTING GOVERNOR OF GUAHAN |

February 25, 2010 Acting Governor Michael W. Cruz M.D., released the following statement regarding the U.S Environmental Protection Agency’s (U.S.EPA) comments on the Draft Environmental Impact Statement (DEIS): “Governor Felix P. Camacho and I support the findings of the U.S EPA. Throughout the review period of the DEIS, our agencies and departments identified concerns similar to U.S. EPA’s findings. We’ve submitted those concerns in our government of Guahan’s official comments on the DEIS. Like U.S. EPA, we agree that the DEIS does not adequately identify or provide mitigation plans for environmental, drinking and waste water infrastructure impacts that will accompany the buildup. This document further solidifies our position that these concerns must be addressed to ensure the buildup is beneficial for Guahan. Governor Camacho and I will continue to press our case to leaders in Washington D.C. and to the Department of Defense as the final record of decision has yet to be determined.”

February 25, 2010 Acting Governor Michael W. Cruz, M.D., released the following statement regarding President Obama’s nomination of Attorney General Alicia Limtiaco as U.S. Attorney of Guahan and the Commonwealth of the Northern Marianas Islands. “As a daughter of Guahan, Attorney General Alicia Limtiaco has displayed genuine leadership and sound judgment. Her efforts to protect our women and children, safeguard our people from cyber crime and identity theft, and demand accountability in education are a few of the initiatives that prove she is dedicated to the welfare of our people. I am confident she will continue to serve all the people of the Mariana Islands with the same level of excellence as a U.S. Attorney. Her nomination by President Obama makes the people of Guahan very proud. The governor and I wish her well throughout the confirmation process.”

Governor Camacho Speaks To U.S. Coral Reef Task Force |
Creation of working group sought to address compensatory mitigation of coral reefs February 25, 2010 (Washington, D.C.) Governor Felix P. Camacho today addressed the U.S. Coral Reef Task Force at their 23rd annual meeting, and asked members to support the Guahan Military Buildup Program with assistance in permitting certain projects and mitigation for the loss of resources affected by those projects. The task force was created by Presidential Executive Order in 1998 to coordinate federal government actions to better preserve and protect coral reef ecosystems. Governor Camacho last week submitted comments on the Draft Environmental Impact Statement (DEIS) to the U.S. Navy on behalf of the government of Guahan. The Governor expressed concern that the proposed dredging near Polaris Point will compromise the ocean’s ecosystem in and around Apra Harbor. “The environmental risks associated with the proposed dredging are great and there is a need to define processes and practices in working through compensatory mitigation on coral reefs,” said Governor Camacho. “I stressed to the Task Force the inherent need to form a working group, to include local expertise from Guahan and the CNMI, in developing interim guidance and long term standards for compensatory mitigation.” |

Governor Camacho Attends IGIA Meeting |
Governor seeks interagency assistance and requests full implementation of arianas Visa Waiver Program February 24, 2010 (Washington, D.C.) Governor Felix P. Camacho today asked for interagency support for the full implementation of the Guahan-CNMI Visa Waiver Program during the Principal’s Interagency Group on Insular Areas (IGIA) meeting at the U.S. Department of the Interior. The half day session touched on this policy issue and others relevant to Guahan, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands (CNMI) and American Samoa. Governor Camacho stressed that effort must be taken to balance policy that will strengthen tourism and help the economies of Guahan and the CNMI. Consistent with Congressional intent of establishing a Regional Visa Waiver program, Governor Camacho asked White House, U.S. Department of State, U.S. Department of Homeland Security and U.S. Department of Commerce officials for their support to extend the same parole authority to Guahan and full implementation of Public Law 110-229. In November 2009, the Secretary of the U.S. Department of Homeland Security granted parole authority to tourists from China and Russia seeking to enter the CNMI in advance of full implementation of Public Law 110-229. “While the U.S. Congress deliberated this legislation, some thought it would be prudent to establish different visa waiver systems for Guahan and the CNMI (a bifurcated program),” said Governor Camacho. “However, the Department of Homeland Security (DHS) objected and instead supported a regional approach that would apply equal treatment to Guam and the CNMI.” |

Governors Send Joint Letter to Congressional Leaders |
Extension of enhanced Medicaid matching funds for Fiscal Year 2011 sought February 23, 2010 (Washington D.C.) Governor Felix P. Camacho, along with other governors, recently sent a l etter to U.S. House Speaker Nancy Pelosi, Senate Majority Leader Harry Reid, Senate Minority Leader Mitch McConnell, and House Minority Leader John Boehner, regarding federal matching funds for Medicaid. The joint letter was signed by the chief executives of 47 states and territories. In the letter, the nation’s governors requested that Congress extend the enhanced Federal Medical Assistance Percentages (FMAP) for Medicaid for an additional two quarters. The enhanced FMAP was included in last year’s American Recovery and Reinvestment Act (ARRA) and are set to expire at the end of this calendar year. FMAPs are used in determining the amount of federal matching funds to assist state and territory payments toward social services and medical insurance expenditures. “Like my fellow governors and their respective states, I appreciate the benefits provided to our island by the enhanced federal Medicaid match contained in ARRA,” said Governor Camacho. “However, it is critical for the people of Guahan, and the country, that these FMAP provisions are extended to assist with our economic recovery.” The letter further requested that Congress modify the existing maintenance of effort (MOE) provisions contained in ARRA and restore flexibility to manage the Medicaid programs back to the local governments. |

Acting Governor Cruz released the following statement regarding the approval of GDOE’s 2009 Consolidated Grant and the release of more than $8 million in carryover funds from FY 08: “USDOE’s release of $8.2 million in carryover funds from FY 08 and their approval of $20 million through the 2009 Consolidated Grant is evidence of GDOE’s effort to improve their financial accountability. GDOE will be allowed to immediately access the carryover funds which will alleviate some of the financial pressure they’ve been experiencing. I want to commend GDOE for their commitment to improving the management and accountability of federal funds. Their hard work has increased USDOE’s confidence in our school system and secured the funding for federal programs that provide our children with the services and education they deserve.” |

February 20, 2010 The Acting Governor released the following statement regarding the death of GMHA Board of Trustees Chairman Daniel Webb: “On behalf of Governor Camacho and myself, we want to extend our deepest condolences to the family, friends, fellow board members and GMH staff for the loss of such a great man.
Dan’s passion and vision for our hospital has been the driving force behind many of its accomplishments over the years. He worked tirelessly toward the goal of obtaining full accreditation. Through his commitment and leadership, our hospital has achieved provisional accreditation from the Joint Commission for the first time in 27 years. Dan’s presence will be deeply missed and we will forever be grateful for his many contributions to our island’s only civilian hospital. We ask for the community to join us in praying for his wife Mrs. Vivian Webb, their children, and their family and friends during this difficult time. " |

Governor Camacho To Attend NGA Winter Meeting |
|
Standing committees to meet and discuss various issues February 19, 2010 Governor Felix P. Camacho departed Guahan today to attend the National Governors Association (NGA) 2010 Winter Meeting in Washington, D.C. The event will take place from February 20–22, 2010.
The NGA will discuss the following issues: public health and preparedness; national surface transportation policy; energy technology and infrastructure; reauthorization of the Elementary and Secondary Education Act; and homeland security.
“I look forward to discussing matters of mutual concern with my fellow governors, and ways we can better serve our people,” said Governor Camacho. “This will also be a great opportunity to raise awareness of several issues more specific to Guahan and our region, including the military buildup.”
Scheduled presenters and speakers include First Lady Michelle Obama on childhood obesity; Steven Chu, U.S. Secretary of Energy, on advancing a green energy economy; Ray LaHood, U.S. Secretary of Transportation, on the future of surface transportation; Arne Duncan, U.S. Secretary of Education, on the federal-state education partnership for success; and Janet Napolitano, U.S. Secretary of Homeland Security, on the challenge and opportunities for the future of homeland security.
