Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:


MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Camacho Appoints Education Suruhanu Print E-mail
Attorney Dominic Terlaje, former teacher, appointed

Governor Felix P. Camacho has appointed Attorney Dominic S. Terlaje as Education Suruhanu.

"Attorney Terlaje is a well-respected citizen who will represent the best interests of the parents and schoolchildren of Guam," Governor Camacho said.

The Governor appointed Attorney Terlaje on April 28, 2008.  His appointment was submitted to the Legislature yesterday for confirmation.

Attorney Terlaje has been in private practice with the firm Cruz, Sison & Terlaje, PLLC since November 2006.  Prior to that, he served as Assistant Public Defender and Senior Law Clerk for Superior Court Judges Michael Bordallo, Anita Sukola and Arthur Barcinas.

Attorney Terlaje also was a school teacher at Oceanview Middle School before entering his law career.

Attorney Terlaje earned his Bachelor of Arts degree in Secondary Education from the University of Guam in 1995.  He received his Juris Doctor degree from Thomas M. Cooley Law School in Lansing, Michigan in 2001.
 
Camacho Finds Solution to Fund Equipment for New Schools Print E-mail
Governor urges Speaker to convene Special Session

Governor Felix P. Camacho is allocating $1 million in Compact Impact Assistance funds over the next six years to fund equipment for the four new public schools under the Governor's municipal lease program.  He is proposing a financing option to the Legislature to ensure equipment is procured and received for the three schools slated for completion by next school year. 

Under the Governor's proposal, the existing school lease company, Guam Education Financing Foundation, will finance the equipment over a six-year period if the Legislature approves a bill the Governor sent yesterday.  The bill will allow GEFF to issue a parity bond and will waive procurement rules to ensure the equipment is ordered and received in time for the opening of schools. 

"We are excited about the opening of these new schools for Guam's children and we want to make sure they are fully equipped by the opening of the school year," Governor Camacho said. 

The Guam Public School System agreed to identify the funding needed to equip the schools when the Governor's project to build the schools began; however, the GPSS FY2008 budget request to fund this was eliminated due to budgetary constraints.  The Governor instructed the Guam Economic Development and Commerce Authority to explore financing options available.  Financial advisors, however, said there is no market for the government of Guam to finance the full cost of collateral equipment.  The issuance of a second bond series with GEFF, however, is available.  In order for the government to avail itself of this option, the current legislative authorization has to be amended to allow for this arrangement. 

The Governor has called on Speaker Won Pat to convene Special Session to act on this proposal , in order to ensure that the first schools are ready to receive students at the start of the new school year. 

"[T]he time is running critically short to finance and procure the needed equipment for the new schools to open at the beginning of the 2008-2009 school year," Governor Camacho wrote to Speaker Won Pat.
 
Governor Signs Bill 242 to Expedite GPSS Projects Print E-mail
Amendment authorizes 2007 Bond proceeds to fund immediate repairs

Governor Felix P. Camacho today signed Bill No. 242, now Public Law 29-57, authorizing GPSS to use the 2007 General Obligation Bond proceeds for non-structural repairs, projects and services without the engineering assessment report required by P.L. 29-19.

"The safety and health of our students is my foremost concern," Governor Camacho said.  "GPSS should not have waited this long to utilize the 2007 Bond proceeds knowing the deteriorating condition of our schools.  I am waiving normal procedures so GPSS can address these issues immediately for the sake of our school children."

The new law authorizes GPSS to utilize Bond proceeds specifically for the installation of intercoms; fire alarms and security alarms; air conditioning services and replacements; and other non-structural capital improvement projects needed to address deficiencies cited by the Department of Public Health and Social Services.

GPSS received a total appropriation of $26,135,977 from the 2007 General Obligation Bond Series' net proceeds of more than $69 million, which have been available since last year.  All structural improvement projects still require an engineering assessment report as stated in P.L. 29-19.
