Governor Camacho announces leadership changes to three agencies

Governor Felix P. Camacho announces four new appointments to his administration. The Governor today appointed Benny Pinaula as Executive Director of the Guam Housing and Urban Renewal Authority (GHURA). Pinaula has served as a Board Member and Deputy Executive Manager of GHURA.
"Building stronger communities and creating affordable housing will be a focal point of my administration in the next two years," said Governor Camacho. "Benny has served well in the agency and I am certain he will complete the many housing and community projects that we started in 2006-all in preparation for the significant growth we will be experiencing."
Governor Camacho also appointed Raymond Blas as Deputy Executive Manager of GHURA. Blas previously served as the Director of the Guam Recovery Office (RCO). His government of Guam career spans over 30 years and includes serving three Republican Gubernatorial Administrations and the Guam Legislature.
"Ray will be an important asset to GHURA," said Governor Camacho. "His 'can-do' attitude and experience will be valuable to the agency and also support the completion of all federally funded capital projects slated until the end of 2010."
The GHURA Board of Directors affirmed the appointments of Pinaula and Blas on Friday, January 9, 2009.
Governor Camacho also appointed Dennis Santo Tomas as the Director of the Guam Customs and Quarantine Agency. A retired Colonel in the United States Army, Santo Tomas was a decorated solider who served in leadership positions within the Guam National Guard including Chief of Joint Staff. A graduate of the U.S. Army War College, Santo Tomas recently served as Homeland Security Advisor to the Governor of Guam.
"Dennis brings his military experience to a Para-military organization whose mission is to protect our borders from illegal drugs, contraband and invasive species," said Governor Camacho. "His leadership will further strengthen the role Guam Customs plays in our community and guide the men and women of this law enforcement agency to a new level of excellence."
Finally, Governor Camacho appointed Frank Ishizaki as Homeland Security Advisor. A former-Senator serving in the 29th Guam Legislature, Ishizaki returns to the Camacho Administration where he previously served as the Director of the Guam Department of Corrections and Chief of the Guam Police Department.
"Senator Ishizaki has a wealth of knowledge and experience in law enforcement and I am certain he will continue our mission to protect Guam," said Governor Camacho. "As my Homeland Security Advisor he will guide our efforts to protect our people, their health and property and continue the push to give our first responders the resources they need to safeguard our community."
Ishizaki is a retired agent of the Federal Bureau of Investigation where he served over two decades and also worked as a police officer with the Guam Police Department.
