Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:


MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Governor questions removal of authority to contract advisory services

Governor Felix P. Camacho today vetoed Bill No. 206 due to the removal of authority for the government of Guam's team of health and insurance advocates to contract the services of a health insurance actuary.  The actuary is a recognized expert who advises the members during health care and insurance benefit negotiations.

Governor Camacho, however, fully supports the Bill's measure to include a government retiree on the negotiating team.

"I am in full support of retiree representation on this important negotiating team and I urge the legislature to ensure these individuals have full access to advisory services during this process," Governor Camacho said.  "The Administration has attempted to clarify this issue with the legislature, however, the matter was not addressed.  It is in the best interest of our government employees to resolve this issue before it becomes law."

Governor Camacho explained in his transmittal letter to Speaker Judith Won Pat that the lack of an expert actuary would place the government at an unfair vantage point during its negotiations with health insurance companies.

While current law authorizes the hiring of an actuary, it was not included in Bill No. 206.
