Web Site Advisory April 3, 2008

Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:

MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Camacho Secures DOD Funds for Port Plan and Community Program PDF Print E-mail
$1 Million to be used for port financial feasibility plan and community outreach and consensus-building plans

January 23, 2008

Governor Felix P. Camacho has secured $1,070,133 from the federal government to conduct a port financial feasibility plan and a community outreach program regarding the port's expansion.  This is part of Phase II of the Guam Military Integration and Growth Initiative, the Guam buildup.

The money was awarded from the Department of Defense Office of Economic Adjustment.  This grant is almost double the previous grant OEA awarded to the government of Guam

"The federal government is committing more resources to our island's needs because they recognize the importance of building our community to sustain a successful relocation," Governor Camacho said.  "The port is the critical lynchpin for both Guam and the military.  Funding its expansion is necessary, not just to import military resources, but also toward long-term plans for sustainable growth in our community."

Phase II funds two critical tasks to prepare for the move of the III Marine Expeditionary Force from Okinawa.  The federal grant will fund a financial feasibility plan that offers an analysis of the financial options to build capacity at the Port Authority of Guam.

"Expanding the port is critical to the military mission and to our efforts to sustain economic growth for our people," Governor Camacho said.  "The federal government realizes how important it is for us to build financial options to increase port capacity.  That is why they share this commitment with us and it is why the port's development is an early priority."

An outreach and consensus-building program also will be developed using these funds.  The program will reach out to residents, port stakeholders and port employees to provide input on the Port Modernization Program, which will guide the port's expansion.  The Port Modernization Program is a critical component of the Guam Master Plan.

"I'm excited to involve our community and port employees in the growth of our port," Governor Camacho said.  "It is a major focus of our initiatives and we want everyone involved in its future."

The government of Guam also will use the grant to fund the administrative costs of managing all of the grants and contracts associated with the Guam buildup over the next two years.

In June 2007, OEA awarded funds under Phase I of the Guam Military Integration and Growth Initiative. Phase I started the process of ensuring Guam's needs for the relocation of U.S. Marines take priority in master planning efforts and additional appropriations within the 2009, 2010 and future federal budget cycles.
