Christopher Duenas Appointed Director of the Department of Land Management |

Governor Felix P. Camacho has appointed Christopher M. Duenas as Director of the Department of Land Management (DLM). Duenas has served as Director of the Department of Youth Affairs (DYA) for Governor Camacho since 2003. He replaces Terry Mortera, who was recently appointed to serve as the Director of the Guam Liaison Office in Washington, D.C.
“I am confident that Chris will be a valuable asset to the Department of Land Management,” said Governor Camacho. “His managerial abilities will greatly assist DLM in carrying out the mission of the department and expanding the services they provide to the community.”
A 2006 Guam Liberation Day Celebration Chairman, Duenas’ civic involvement also includes membership in the Prevention and Early Intervention Advisory Committee Empowerment (PEACE) and the Guam Work Force Investment Board. He is also a Charter-member of the Guam Drug Symposium and is an active member of the Federal Advisory Committee on Juvenile Justice.
Duenas also worked closely with the U.S. Department of Education to separate the educational facilities at DYA from the high-risk grantee status of the Guam Public School System and assisted the Youth Affairs in securing $1.4 million to fund educational programs for At-Risk Children detained at DYA’s Youth Correctional Facility and the DYA Cottage Homes. He was instrumental in the re-construction of DYA’s Liheng Famagu’on School on the facility’s Mangilao Campus that was destroyed by Super Typhoon Pongsona in 2002 and the construction of youth centers in Dededo and Agat in partnership with the Guam Housing and Urban Renewal Authority.
“With his experience in the successful capitol improvement projects program undertaken at DYA, Chris will take on one of the most important construction programs of my administration-the new Land Services Building,” said Governor Camacho. “I am certain that with his leadership a new home for DLM will be complete and will be ready to take on the growth of the Guam Buildup and the expansion of our economy in the years to come.”
