Web Site Advisory April 3, 2008

Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:

MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Governor brings government and non-profit leaders into partnership to end homeless situation in 10 years

February 19, 2008

Governor Felix P. Camacho today brought together a partnership of government agencies and non-profit organizations committed to ending the homelessness problem in Guam.

Governor Camacho presided over the first meeting of the Guam Interagency Council on Homelessness, which he created through Executive Order 2007-20.  He appointed First Lady Joann Camacho to chair the council and Guam Housing and Urban Renewal Authority Executive Director Ron de Guzman as Vice Chairman.

"Homelessness is a growing problem these days that will get worse if nothing is done," Governor Camacho told the council members.  "We have the responsibility and ability to help those in need, to help those without a home who are suffering."

Governor Camacho created the council following his meeting with the U.S. Interagency Council on Homelessness' Region IX office in San Francisco late last year.  His action joins Guam in a network of 49 States, Puerto Rico, the Virgin Islands and 320 municipal and county communities throughout the nation addressing chronic homelessness.

The Guam Homeless Coalition conducted a Point-in-Time Homeless Count (attached) in January 2007.  The count revealed there are 1,084 homeless people in Guam.  Council Vice Chairman Ron de Guzman said this count only captures those who evidently lacked shelter or who lived in a sponsored shelter during the time of the count.  He said a good indicator of the number of people without sustainable structures to live in is the count of people who seek government shelter during typhoons.  That count, he said, normally is between 3,000 to 5,000 people.

"These are our people," de Guzman said.  "They are our families and friends and this is a tremendous opportunity to make a difference for them."

The Governor has ordered this council to act as the government of Guam homelessness planning and policy development authority that will develop and carry out a 10-year plan to end homelessness, among other functions (Executive Order attached).  Directors of several government agencies and leaders of Salvation Army, Catholic Social Services, Kusinan Kamalen Karidat, Guma Mami, Oasis Empowerment Center and Sanctuary, Incorporated sit as members of this council, which will meet quarterly.

"I am here to support you in implementing a long-term 10-year plan with policies and programs that will help people find homes and get back on their feet," Governor Camacho told the members.  "Your work is critical to do what we can to turn this problem around.  What we start here will build the capacity to solve this problem once and for all."
