Our web host will be performing routine maintenance on the MySql server that contains our data. The following message was provided by our host:


MySQL Maintenance Scheduled for Tonight

As part of our ongoing efforts to improve MySQL performance, we will be adding new hardware and re-allocating the load on our MySQL servers between 12:00am and 5:00am EDT on Thursday, April 3, 2008. During this five-hour maintenance window, there may be periods of time when your database is temporarily inaccessible, making the database-driven pieces of your Web site temporarily unavailable to your visitors. (You should be able to connect to your database(s) as normal for most of this maintenance window, but you may experience intermittent connectivity issues between midnight and 5:00am EDT.)

We have scheduled this maintenance for a time when traffic to most customers' sites is typically at its lowest. Still, we apologize for any inconvenience, and we expect that the work we're doing will help improve your site's performance.

Governor Camacho Signs Twelve Bills Into Law PDF Print E-mail

Governor Felix P. Camacho signed 12 bills into law, including Bill No. 300-30, now Public Law 30-90, which extends the timeline for the Port Authority of Guam’s Board of Directors to award a performance management contract pursuant to PL 29-23.

According to PL 29-23, the board can enter into a public-private partnership through a performance management contract for the management, operation, and maintenance of cargo handling equipment and other aspects of port operations. The new timeline extension, from 150 to 220 days, takes into account the approval needed from the Public Utilities Commission, and the Office of the Attorney General’s oversight of and advisement in the process of awarding the contract.

Governor Camacho also enacted the following Public Laws:

Bill No. 125-30, now P.L. 30-81: AN ACT TO ADD NEW §§ 7111 AND 7112 TO CHAPTER 7, TITLE 2, GUAM CODE ANNOTATED, RELATIVE TO THE CREATION OF QUALIFICATIONS TO BE NOMINATED FOR AND THE AWARDING OF THE “EXCELLENCE IN YOUTH LEADERSHIP AWARD.”

Bill No. 182-30, now P.L. 30-82: AN ACT TO AMEND SECTION 6 OF PUBLIC LAW 21-14, ENACTED ON APRIL 20, 1991 WHICH IDENTIFIED LOT NO. 513, MERIZO, TO REFLECT THE NEW DESIGNATED LOT NO. 528-2, MUNICIPALITY OF MERIZO.

Bill No. 189-30, now P.L. 30-83: AN ACT TO CREATE THE 12TH FESTIVAL OF PACIFIC ARTS COORDINATING COMMITTEE.

Bill No. 243-30, now P.L. 30-84: AN ACT TO AMEND SECTION 9 OF PUBLIC LAW 30-25, RELATIVE TO THE EFFECTIVE DATE FOR THE IMPLEMENTATION OF THE INTERNATIONAL BUILDING CODE; AND TO ADD A NEW SECTION 11 TO PUBLIC LAW 30-25, RELATIVE TO THE ADOPTION OF THE CODES REFERENCED IN THE IBC.

Bill No. 254-30, now P.L. 30-85: AN ACT TO AMEND SECTION 2 OF PUBLIC LAW 30-42, RELATIVE TO THE DEPARTMENT OF ADMINISTRATION ASSISTING THE DEPARTMENT OF EDUCATION WITH THEIR FINANCIAL AND PERSONNEL SERVICES FUNCTIONS IN AN EFFORT TO IMPROVE THEIR EFFICIENCY, EFFECTIVENESS, AND ACCOUNTABILITY.

Bill No. 260-30, now P.L. 30-86: AN ACT TO AMEND §67107 OF CHAPTER 67, TITLE 10, GUAM CODE ANNOTATED, RELATIVE TO ALLOWING GREATER PARTICIPATION OF VETERAN SERVICE ORGANIZATIONS IN THE GUAM VETERANS COMMISSION.

Bill No. 264-30, now P.L. 30-87: AN ACT TO AMEND §5007 OF ARTICLE 1 OF CHAPTER 5 OF TITLE 5, GUAM CODE ANNOTATED, RELATIVE TO THE PROCUREMENT ACTIVITES OF THE GUAM VISITORS BUREAU.

Bill No. 279-30, now P.L. 30-88: AND ACT TO ADD A NEW SUBECTION (h) TO §40128 OF CHAPTER 40 OF TITLE 5, GUAM CODE ANNOTATED, RELATIVE TO ACTIONS TAKEN BY THE MUNICIPAL PLANNING COUNCILS.

Bill No. 287-30, now P.L. 30-89: AN ACT TO CHANGE THE MEMBERSHIP COMPOSITION OF THE PEACE OFFICER STANDARDS AND TRAINING COMMISSION, AND TO ESTABLISH MINIMUM QUORUM REQUIREMENTS FOR THE COMMISSION MEETINGS, BY AMENDING §32302(a), AND ADDING A NEW §32302.20 TO ARTICLE 3, CHAPTER 32, TITLE 17, GUAM CODE ANNOTATED.

Bill No. 308-30, now P.L. 30-91: AN ACT TO AMEND §12106(a) OF CHAPTER 12, TITLE 17, GUAM CODE ANNOTATED, RELATIVE TO AMENDING PETITION SUBMISSION DATES FOR THE ESTABLISHMENT OF CHARTER SCHOOLS FOR THE SCHOOL YEAR 2010-2011.

Bill No. 152-30, now P.L. 30-92: AN ACT TO REPEAL AND REENACT §68975, AND TO ADD A NEW §68975.1 TO CHAPTER 68, ARTICLE 11, TITLE 21, GUAM CODE ANNOTATED, RELATIVE TO THE FARMERS’ COOPERATIVE ASSOCIATION OF GUAM.

Additionally, Governor Camacho vetoed the following:

Bill No. 270-30: AN ACT TO AMEND §3401.1 (f) AND (h), ARTICLE 4, CHAPTER 3, TITLE 16, GUAM CODE ANNOTATED, RELATIVE TO REQUIRING VOLUNTEERS TO DISPLAY THEIR IDENTIFICATION CARD AND TO BE IN PRESCRIBED UNIFORM ATTIRE WHILE ISSUING CITATIONS FOR THE PURPOSE OF IMMEDIATE RECOGNITION OF AUTHORITY.

“I commend the volunteers of the Guam Police Department’s Community Assisted Policing Effort (C.A.P.E.) for their service and desire to contribute to our community,” wrote Governor Camacho in his veto message to I Liheslaturan Guåhan. “C.A.P.E. volunteers have issued more than a thousand citations with only a fourth of the citations dismissed.”

“The program has been successful and requiring a uniform may overturn their progress either by limiting their opportunity to issue a citation or reducing the number of volunteers with the implementation of this policy,” continued Governor Camacho. “It is for these reasons and the overwhelming opposition to this Bill that have compelled me to veto it.
